Je ne pense pas que les arguments sur la compétence constitutionnelle vont bien passer auprès du public s'il y a une énorme catastrophe dans notre pays — vous dites que c'est vraiment une question de compétence provinciale, ou quelqu'un au niveau provincial dit qu'il n'y a pas de leadership au niveau fédéral.
