Lorsque le rapport constate - et je salue ce constat - quoique je déplore qu’il doive être fait, que la fonction de coordination du Conseil "affaires générales" a été vidée de sa substance, le droit d’initiative de la Commission dilué et, enfin, la collaboration au niveau gouvernemental au Conseil renforcée au détriment de la collaboration au niveau communautaire, nous sommes face à un signal d’alarme pour le bon fonctionnement du Conseil.
When the report observes – an observation that I welcome, although I regret its accuracy – that the coordinating role of the General Affairs Council has been undermined, the Commission's right to take initiatives weakened and, finally, government-level cooperation in Council built up to the detriment of cooperation at Community level, then that is cause for alarm as regards the Council's ability to operate.

Karel Van Miert a déploré le retard dans les tronçons transfrontaliers des projets prioritaires du réseau transeuropéen de transport (RTE), retard affectant la rentabilité des investissements effectués par les États membres sur les tronçons nationaux, en les privant des avantages des économies d'échelles, et a préconisé de moduler le taux de financement communautaire en fonction des bénéfices retirés par d'autres pays, en particulier par les pays voisins, soulignant que cette modulation devrait profiter en premier lieu aux projets transfrontaliers servant aux transports à longue distance.
(1) The High-Level Group on the trans-European transport network chaired by Mr Karel Van Miert expressed concern that the delays in the cross-border sections of the priority projects on the trans-European transport network (TEN) were having an adverse effect on the profitability of the investments made by the Member States in the sections in their own country, denying them the benefit of economies of scale, and recommended that the rate of Community financing should be differentiated, according to the benefits to other countries, in particular the neighbouring countries, stressing that such modulation should in the first instance benefit the cross-border projects used by long-distance transport services.

E. regretting that the report has not addressed the underlying causes of depressed business and consumer confidence, while economic fundamentals are favourable, and has not proposed the appropriate measures tackling the nature of the confidence crisis which is structural; unless fundamental policy changes to reverse this trend are implemented at Community level and clear and unambiguous policy signals are sent to the citizens and the business community public support towards European construction will be weakened since the Community will have to face the danger of entering a vicious circle of mutually reinforcing business and consumer pessimism;
