Évidemment, le processus constitutionnel ne pourra se passer d'une participation des citoyens par le biais du vote des parlements - nous aurions par exemple voulu que la Charte de Nice ait fait l'objet d'un débat, qu'elle été sujette à des amendements de la part du Parlement parce que certaines parties, surtout celles qui touchent à l'individu, ne nous convainquent pas du tout -, à commencer par le Parlement européen car, sans cette participation des citoyens et de leurs représentants, nous ne parviendrons pas à transformer l'Europe de l'euro en une Europe politique destinée à étendre ses frontières peut-être jusqu'à l'Oural : en somme, une grande Europe protagoniste d'une longue période de paix durable.
Clearly, the people must be involved in the process of creating a Constitution through the votes of the parliaments – for example, we would have preferred Parliament to have been given the opportunity to debate and amend the Nice Charter for there are parts of it, particularly those regarding the individual, which are wholly unconvincing – especially regarding the European Parliament, for without the involvement of the citizens and their representatives we will not be able to transform the Europe of the euro into a political Europe which can enlarge its borders in the future, maybe even as far as the Yurals: in other words, a great Europe which will bring a long, lasting period of peace.

I believe that European society sees Nice as a total failure and I also believe that this failure, amongst other things, has led to the fact that Ireland has voted no in the referendum on the Treaty of Nice, in the face of the idleness of the Irish Government, and also, although this time in positive terms, the fact that Mr Jospin, Prime Minister of France, and Mr Schröder, Chancellor of Germany, proposed something which seven or eight months ago they would not have dared to propose, that is, the future existence of a European Constitution.
