Cette conférence, qui s'inscrit dans la continuité des événements de haut niveau qui se sont tenus ces dernières semaines et notamment le Sommet du G5 Sahel le 6 février 2018 à Niamey, a permis de focaliser le soutien de la communauté internationale autour des trois axes suivants :
This conference, which is one of several high-level events held in recent weeks, in particular the G5 Sahel Summit in Niamey on 6 February, has focused the support of the international community on the following three priorities:

F. considérant que le Nigeria est parvenu à organiser les élections présidentielle et des gouverneurs de manière globalement pacifique, en dépit des menaces de perturbation des scrutins proférées par Boko Haram; que le Nigeria et ses pays voisins ont créé le 11 juin 2015 à Abuja une force spéciale mixte multinationale commune, afin de mettre en œuvre la décision sur la lutte contre Boko Haram prise à Niamey en janvier 2015;
F. whereas Nigeria has succeeded in conducting mostly peaceful presidential and gubernatorial elections despite the threats made by Boko Haram to disrupt the ballot; whereas Nigeria and its neighbouring countries created a Multinational Joint Task Force (MNJTF) on 11 June 2015 in Abuja to comply with the decisions taken in Niamey in January 2015 on fighting Boko Haram;

9. exhorte les autorités nigérianes et la communauté internationale à travailler en étroite collaboration et à redoubler d'efforts pour inverser la tendance actuelle et stopper la hausse constante du nombre de personnes déplacées; se félicite de la détermination montrée par les 13 pays qui ont participé au sommet régional de Niamey des 20 et 21 janvier 2015, et notamment de la volonté du Tchad, appuyé par le Cameroun et le Niger, d'apporter une réponse militaire aux menaces terroristes de Boko Haram; demande à la force spéciale mixte multinationale commune de respecter scrupuleusement le droit international humanitaire et les droits de l'homme dans le cadre de ses opérations contre Boko Haram; réaffirme qu'une approche purement militaire ne suffira pas en soi pour faire obstacle à l'insurrection de Boko Haram;
9. Urges the Nigerian authorities and the international community to work closely together and to increase efforts to reverse the continuous trend towards the further displacement of people; welcomes the determination expressed at the Niamey Regional Summit of 20 and 21 January 2015 by the 13 participating countries, and in particular the commitment of Chad, together with Cameroon and Niger, to engage in the fight against the terrorist threats of Boko Haram; calls on the Multinational Joint Task Force (MNJTF) to observe international human rights and humanitarian law conscientiously in its operations against Boko Haram; reiterates that a military approach alone will not suffice to counter the Boko Haram insurgency;

Le Conseil a souligné dans ladite décision que le montant de référence financière serait révisé dans les trois mois de l'adoption de ladite décision, compte tenu de la planification opérationnelle supplémentaire concernant la double approche combinant un engagement renforcé à Niamey avec une présence permanente à Agadez.
The Council underlined in that Decision that the financial reference amount would be revised within 3 months of the adoption of that Decision, taking into account the further operational planning concerning the two-pronged approach combining enhanced engagement in Niamey with a permanent presence in Agadez.

7. se félicite de la détermination affichée par les 13 pays qui ont participé au sommet régional de Niamey les 20 et 21 janvier 2015, notamment de la volonté du Tchad, appuyé par le Cameroun, le Niger et le Nigeria, d'apporter une réponse militaire aux menaces terroristes de Boko Haram; encourage un renforcement de cette réponse régionale, à l'aide de tous les outils existants et dans le respect plein et entier du droit international; demande en particulier à la CEDEAO de continuer à rendre opérationnelle sa nouvelle stratégie de lutte contre le terrorisme en attachant une attention particulière à endiguer les flux transfrontaliers illicites d'armement, d'armes, de combattants et de produits de contrebande; souligne que faute d'une telle coopération, les violences risquent de se poursuivre, mettant en péril la paix et la stabilité de l'ensemble de la région; met en avant, à cet égard, le serment d'allégeance de Boko Haram envers le groupe État islamique et la nécessité d'empêcher toute nouvelle coordination ou coopération entre les deux organisations terroristes, de même que l'expansion de cette menace;
7. Welcomes the determination expressed at the Niamey Regional Summit of 20 and 21 January 2015 by the 13 participating countries, in particular the military commitment of Chad, together with Cameroon, Niger and Nigeria, to the fight against the terrorist threats of Boko Haram; encourages a strengthening of this regional response, using all existing tools and in full compliance with international law; calls on ECOWAS, in particular, to continue to make its new Counter-Terrorism Strategy operational, paying particular attention to the containment of cross-border illicit flows of arms, weapons, fighters and contraband; further insists that without such cooperation the violence is likely to continue, undermining peace and stability across the region; points, in this regard, to the pledge of allegiance made by Boko Haram to Islamic State, and to the necessity of impeding any further coordination or cooperation between the two terrorist organisations and the expansion of this threat;

13. Welcomes the determination expressed at the Niamey Regional Summit on 20 and 21 January 2015 by the 13 participating countries, in particular the military commitment of Chad together with Cameroon and Nigeria against the terrorist threats of Boko Haram;

2. Sans préjudice de la chaîne de commandement, le chef de la mission agit en étroite coordination avec la délégation de l’Union à Niamey afin d’assurer la cohérence de l’action menée par l’Union au Niger.
2. Without prejudice to the chain of command, the Head of Mission shall act in close coordination with the Union’s delegation in Niamey to ensure the consistency of Union action in Niger.

7. Le commandant d’opération civile et le chef de la délégation de l’Union à Niamey se concertent selon les besoins.
