I suspect that, for the reasons Mr. Smith enunciated, the government must be concerned that a waterway or a highway remain competitive for the Canadian customers who are using it, whether it is grain from Alberta, grain from Saskatchewan, iron ore from Quebec, coal from the States coming in to help Ontario Hydro.
