Compte tenu des délais de mise en place du réseau et du fait que, dans de nombreux cas, les mesures de conservation sont encore en cours d'élaboration, il ne serait pas réaliste de s'attendre, à ce stade, à pouvoir observer une relation claire entre le réseau Natura 2000 et l'état de conservation des types d'habitats (annexe I) et des espèces (annexe II) couverts par la directive.

La Directive «Habitats» (annexe 2) reconnaît explicitement la nécessité d'un soutien communautaire à la gestion de Natura 2000 dans des cas exceptionnels, par le biais d'un cofinancement au moyen des instruments financiers communautaires, lorsque la charge financière que Natura 2000 pourrait imposer aux États membres serait excessive, notamment pour les États qui comptent une concentration plus élevée d'espèces et habitats d'intérêt communautaire.
The Habitats Directive (Annex 2) explicitly recognises the need for Community support for the management of Natura 2000 in exceptional cases, through co-financing by Community financial instruments, in case of the excessive financial burden that Natura 2000 might place on Member States, particularly those Member States with a higher concentration of species and habitats of Community interest.
