Tout d’abord, félicitations au commissaire pour son analyse lucide qui, nous l’espérons, sera suivie d’une action concrète, dans laquelle le Parlement – et nous en appelons ici également au Président du Parlement – sera également impliqué, car le problème des déchets à Naples ne concerne pas seulement les détails des décharges, l’environnement et tout autre sujet, mais, selon nous, devient un problème national et européen.
Firstly, congratulations on the Commissioner’s lucid analysis which we hope will be followed by concrete action, action in which Parliament – and we also call on the President of Parliament here – will also be involved, because the waste problem in Naples does not just have to do with the minutiae of disposal, the environment and any other matter, but, in our view, is becoming a national and European problem.

When the Naples II Convention enters into force it will become possible, and even common, for an official vessel of a Member State engaged in hot pursuit within its territorial waters of a vessel flying the flag of another Member State, which is suspected of committing an offence, to continue the pursuit and board the vessel in the territorial waters of the other Member State, without having obtained the prior authorisation of that Member State, owing to the urgency of the situation.

Naples sera principalement cela, mais pas seulement cela: l’objectif de la conférence sera de réaffirmer son engagement à développer également le partenariat dans les matières de politique et de sécurité, en approfondissant les termes d’une collaboration en ce qui concerne la PESD ainsi que le dialogue sur un thème particulièrement difficile tel que le terrorisme.
Naples will be focusing mainly on these issues, but there is more: the Conference will have the added objective of confirming the undertaking to develop the Partnership in political and security matters as well, introducing fuller cooperation on the ESDP and more in-depth dialogue on the particularly thorny issue of terrorism.

La déclaration finale sera communiquée aux ministres en préalable au Conseil des ministres Euromed des 2 et 3 décembre à Naples.
The Final Declaration will be forwarded to Ministers ahead of the Euromed Council of Ministers meeting on 2 3 December in Naples.

3. Au cours de la présidence grecque, une conférence euro-méditerranéenne à mi-parcours des ministres des affaires étrangères qui se tiendra en Crète les 26 et 27 mai 2003 sera l'occasion de faire le point sur les progrès effectués dans la mise en œuvre du plan d'action de Valence et de donner un nouveau souffle aux travaux du partenariat jusqu'à l'évaluation prévue pour la réunion ministérielle de Naples en décembre 2003. Cette conférence accueillera également les 8 pays candidats qui ne sont pas encore membres du processus de Barcelone et sera l'occasion de mener des discussions politiques sur la manière de renforcer le partenariat euro-méditerranéen à la suite de l'élargissement.
3. During the Greek Presidency a mid-term Euro-Mediterranean Conference of Foreign Ministers that will be held in Crete on 26/27 May 2003 will be an opportunity to take stock of the progress made in the implementation of the Valencia Action Plan and to give fresh impetus to the work of the partnership in the run-up to the evaluation scheduled for the Naples Ministerial meeting in December 2003.This Conference will also be attended by the 8 acceding States which are not yet members of the Barcelona Process and will provide an opportunity for political discussions of how the Euro-Mediterranean partnership will be enhanced following enlargement.
