The hesitations and reservations, which have become so frequent as to give the impression almost of a boycott, appear to be concerned essentially with choosing the most suitable institution of arrangement and the most efficient working methods. These points obviously need to be discussed, and indeed, since we are talking about cultural production and exchange, they ought to be examined in detail -regularly, if the exercise is to be at all constructive, but on condition that it should not be used as an excuse for doing nothing or for restricting the European venture to that purely commercial dimension, in which we know it can never win total popular support and involvement.
