Nous avons aussi clarifié une situation qui paraissait véritablement grave, c'est que, à certains endroits, les autorités locales birmanes exigeaient, même du personnel local, donc même des opérateurs que nos agences occupent, les agences des Nations unies occupent ou que les ONG occupent, ce personnel local devait aussi présenter une permission, donc une autorisation écrite, ce qui était évidemment, dans la plupart des cas, impossible.
