Fondé sur une méthodologie et vingt indicateurs établis en partenariat avec les États membres[3], l’étalonnage des performances des politiques nationales de recherche s’est concentré sur les cinq thèmes sélectionnés par le Conseil en juin 2000: l’investissement public et privé en recherche et développement, la productivité scientifique et technologique, l’impact de la recherche sur la compétitivité économique et l’emploi, les ressources humaines et la promotion de la culture scientifique et la compréhension de la science par le public.

Scientific research drives the production and exploitation of knowledge, it generates ideas and solutions that foster economic growth, competitiveness and employment and it helps address long-term challenges, such as climate change and population ageing The overarching objective of the Seventh Framework Programme for Research[1] (FP7) is to help build the European Research Area, a European internal market for researchers, scientific knowledge and technology which increases scientific and technological excellence through more competition, more coordination of research activities, and more focus of programmes and policies on major societal challenges With its scientific and technological priorities focused on sustainable development, FP7 is central to the implementation of the Lisbon strategy, to support Europe's sustainable growth in a globalised economy and to transform it into a dynamic and low-carbon knowledge-based economy responding to society's needs.

Calls on the Commission and the European Institute for Gender Equality to further develop the existing methodology for maintaining gender-disaggregated statistics for all academic and scientific activity, in addition to human resources statistics, and to develop valid indicators for measuring institutional change processes, both nationally and across the European research area;

17. invite la Commission à étudier les moyens d'améliorer l'enseignement des sciences à tous les niveaux dans l'Union européenne; déplore le manque de ressources humaines en RD dans bon nombre d'États membres, qui peut s'expliquer par un déclin de l'intérêt des nouvelles générations pour suivre les enseignements scientifiques et pour embrasser les carrières scientifiques; propose, par conséquent, que soient lancées des initiatives visant à familiariser les élèves avec les travaux de recherche en laboratoire et sur le terrain; propose, de surcroît, de promouvoir des méthodes d'enseignement actif et des méthodes d'investigation recourant à l'observation et à l'expérimentation, ainsi que la mise en place de programmes d'échange enseignants-chercheurs et une aide des autorités locales et régionales à l'introduction de méthodes de formation innovantes; considère que les développements rapides de la science risquent de créer un gouffre entre les citoyens ordinaires et le monde de la recherche scientifique et technologique; estime qu'il existe un besoin de promouvoir et de soutenir le dialogue entre les scientifiques et la société dans son ensemble et que, par conséquent, les scientifiques devraient rendu les résultats de leurs recherches compréhensibles et disponibles pour tout un chacun.
17. Calls on the Commission to investigate how the teaching of sciences in the EU can be improved at all levels; deplores the lack of human resources in RD in many Member States, which may be attributed to a declining interest among the younger generation in following scientific curricula and engaging in scientific careers; proposes, therefore, the launching of initiatives which familiarise schoolchildren with laboratory and field research; proposes, in addition, the promotion of active and investigatory methods of teaching, using observation and experimentation, the creation of professor-researcher exchange programmes and the support of innovative training methods by local and regional authorities; considers that rapid developments in science risk creating a gulf between ordinary citizens and scientific and technological research; considers that there is a need to promote and support dialogue between scientists and society at large and that, accordingly, scientists should make the results of their research comprehensible to all and available to all;

La composition du Conseil scientifique doit refléter les différentes composantes de la communauté de la recherche et la gamme des institutions scientifiques faisant de la recherche. The membership should reflect the various components of the research community and the range of scientific institutions which carry out research; it should include those with experience in universities, research institutes, academies, funding bodies, research in business and industry, for example.

This target is to be met through a series of interlocking measures, such as making scientific careers more attractive to young people, promoting women’s involvement in scientific research, extending the opportunities for training and mobility in research, improving career prospects for researchers in the Community and opening up the Community to third-country nationals who might be admitted for the purposes of research.
