[1] Les participants à la Conférence euro-méditerranéenne des Ministres de l'Industrie : - se reportant à la Déclaration de la Conférence euro-méditerranéenne de Barcelone des 27/28 novembre 1995 et au Programme de travail correspondant ; - considérant les principes généraux définis dans ladite Déclaration pour le développement du partenariat économique et financier et en particulier l'importance d'une croissance soutenue et équilibrée dans la perspective de créer une zone de prospérité partagée ; - reconnaissant le rôle stratégique de la coopération industrielle pour le développement d'un tissu économique solide et compétitif et pour la création de nouveaux emplois ; - soulignant en outre, à ce propos, l'exigence - en tant que contribution à la compétitivité industrielle - d'infrastructures appropriées en matière de transports, d'énergie, de télécommunications et de ressources hydriques, ainsi que la nécessité d'une croissance adéquate du système financier ; - rappelant que, dans le cadre de la coopération industrielle, c'est aux pouvoirs publics qu'il appartient d'encourager et de développer un contexte favorable à l'afflux d'investissements et d'initiatives vers les régions du Sud et de l'Est de la Méditerranée, tandis qu'il appartient aux opérateurs économiques et commerciaux de profiter au maximum des possibilités qui leur sont offertes ; - tenant compte de l'importance que pourront avoir pour un développement endogène, non seulement le partenariat méditerranéen, mais aussi des formes de coopération active entre les pays du Sud de la Méditerranée, à réaliser tous deux dans un climat de stabilité politique et économique ; - soulignant l'importance du système entrepreneurial dans le développement économique et social euro-méditerranéen et l'opportunité de lui assurer un rôle "propositif" ; - convaincus que la réalisation des objectifs du partenariat économique et financier, qui ont été énoncés à Barcelone et sont développés dans la présente Déclaration, né ...
[1] The participants in the Euro-Mediterranean Conference of Ministers for Industry: - mindful of the Declaration of the Euro-Mediterranean Conference of Barcelona on 27 and 28 November 1995 and the relevant Work Programme; - in consideration of the general principles it defines for developing economic and financial partnership and in particular the importance of sustained, balanced growth aimed at creating a zone of shared prosperity; - recognizing the strategic role of industrial cooperation in developing a sound competitive economic fabric and in creating jobs; - stressing the need - as a contribution to industrial competitiveness - for suitable infrastructures in the field of transport, energy, telecommunications and water resources, and for adequate growth in the financial system; - mindful that in the sphere of industrial cooperation, it is the task of the public authorities to encourage and develop an environment that will draw investments and initiatives to the Mediterranean's southern and eastern regions and that it is the task of economic and commercial operators to derive the maximum advantage from the opportunities on offer; - mindful of the role in endogenous development that may be played by the Mediterranean partnership and by forms of active cooperation between southern Mediterranean countries to be implemented in a climate of political and economic stability; - stressing the importance of the entrepreneurial system for Euro- Mediterranean socio-economic development and the desirability of giving this system a role in making proposals; - in the conviction that the goals of economic and financial partnership, as outlined in Barcelona and elaborated in this Declaration, can only be pursued in a structured, integrated and coordinated way; - aware that other European, international and regional fora sharing the same expertise and responsibility as the participants of this Conference must also be involved in the pursuit of these goals; - in the h ...

Infrastructures (y compris le transport et les télécommunications) Energie, y compris la sûreté nucléaire Industrie alimentaire, production et distribution PARTICIPATION DE PAYS TIERS A DES APPELS D'OFFRES (opérations triangulaires) Outre tous les agents économiques des Etats membres de la CE et des Etats bénéficiaires, tous les pays retenus par le programme PHARE ainsi que certains pays méditérranéens pourront participer à des appels d'offres aux conditions suivantes : - ils devront être liés, soit par la tradition, soit par la géographie, soit par l'économie, soit par le commerce avec les nouveaux Etats indépendants ; - les projets concernés devront nécessiter des formes d'assistance bien spécifiques, particulièrement disponibles dans ces pays; - les pays bénéficiaires devront s'accorder sur la nature "triangulaire" de l'assistance, laquelle doit être caractérisée par les invitations à soumissionner, chaque fois que l'occasion se présente; - l'importance des opérations triangulaires ne pourra globalement excéder 10% du poste prévu à cet effet au budget annuel. - le caractère triangulaire sera décidé au cas par cas.

TENDER PARTICIPATION BY THIRD COUNTRIES (triangularity) In addition to all economic operators from EC Member States and from the beneficiary states, all countries eligible for the PHARE programme and certain Mediterranean countries may participate in TACIS tenders on the following conditions: - they should have traditional, geographic, economic or trade links with the Newly Independent States - the projects concerned should require specific forms of assistance particularly available in those countries - the recipient country should agree to the "triangular" nature of the assistance, which must be marked on the invitations to tender, wher possible - the triangularity should, as a whole, not exceed 10% of the annual budgetary allocation - the triangularity will be decided upon on a case-by-case basis.
