Maybe I haven't read this thoroughly enough, but I know in the previous report, you gave an indication of the outcomes of investment in research and development, and you made a comparison of the number of breakthrough drugs, true innovation, being produced in Canada and in other countries.

La position du PNUD à cet égard — dont témoignent bon nombre de nos rapports sur le développement humain, dont le plus récent est le Rapport mondial sur le développement humain 2005 —, c'est qu'il faut, d'une part, créer un équilibre en protégeant les investissements faits par l'innovateur pour produire un nouveau médicament et, d'autre part, s'assurer que cette innovation sera disponible ou accessible pour ceux qui en ont besoin, d'autre part.
UNDP's position on this — which has been reflected in a number of our human development reports, the most recent one being the Human Development Report 2005 — is that a balance is needed between protecting the investment made by the innovator to produce a new medicine on the one hand and also ensuring that this innovation is available or accessible to those in need on the other hand.

L'enquête de la Commission sur la concurrence dans le secteur pharmaceutique a mis au jour des problèmes structurels au niveau des pratiques des entreprises susceptibles de provoquer des distorsions de la concurrence et des retards dans l’entrée de médicaments génériques nouveaux, innovants et moins chers sur le marché de l'UE (voir IP/09/1098 et MEMO/09/321. Dans son rapport final, la Commission avait formulé plusieurs recommandations visant à remédier à ces problèmes généraux. Elle y insistait en particulier sur l’importance d’une meilleure application du droit de la concurrence en ce qui concerne les règlements amiables en matière de brevets.
The Commission's competition inquiry into the pharmaceutical sector indicated a number of structural issues and problems in companies' practices that potentially led to distortions of competition and delays to the entry of new, innovative as well as cheaper generic medicines into the EU market (see IP/09/1098 and MEMO/09/321). In its final report the Commission made a number of recommendations to address these general problems. It emphasised, in particular, the importance of stronger competition law enforcement with regard to patent settlements.

2. CONSIDÈRE que le but des quatorze recommandations formulées par le Groupe de haut niveau sur l'innovation et la disponibilité des médicaments (Groupe G10 Médicaments) dans son rapport de mars 2002 est de contribuer à atteindre à la fois des objectifs en matière de compétitivité et ceux qui relèvent de la santé publique et INSISTE en particulier sur les recommandations appelant à une meilleure information des patients et sur la nécessité de systèmes renforcés de pharmacovigilance et d'évaluation de l'efficacité relative au sein des États membres;
2. CONSIDERS that the 14 recommendations of the "G10 High Level Group on innovation and provision of medicines", contained in its Report of March 2002, are designed to contribute to both industrial competitiveness and public health goals and HIGHLIGHTS in particular the recommendations that call for better information to patients and the need for stronger systems for pharmacovigilance and relative effectiveness within Member States;
