21. souscrit pleinement à la politique de transparence poursuivie par les services du Médiateur européen et préconise l'instauration d'une procédure visant à évaluer, au préalable, l'incidence éventuelle de certaines publications afin que ces dernières puissent être assorties d'un rapport explicatif visant à éviter toute utilisation à mauvais escient; fait remarquer que cette procédure devrait être engagée par le Médiateur en coopération avec le Contrôleur, la Commission et l'institution concernée par la publication;
21. Agrees wholeheartedly with the transparency policy advocated by the European Ombudsman’s office, and calls for the introduction of a procedure to assess the possible impact of certain publications in advance, with a view to publishing them along with an explanatory report so as to avoid them being used in a biased way; points out that this procedure should be launched by the Ombudsman in cooperation with the Supervisor, the Commission and the institution that the publication concerns;

6. souligne la nécessité qu'à terme l'institut de la pétition et de la plainte au Médiateur européen puissent se prévaloir d'un ensemble codifié de normes administratives et procédurales applicables à l'intérieur de l'Union, afin que les procédures soient rendues plus expéditives et transparentes et plus efficace l'aboutissement de la pétition dans le respect du droit et du principe de la certitude du droit; il n'exclut pas la nécessité de recourir dans le futur à des instruments juridiques nouveaux puisés dans les principes généraux applicables dans les États membres;
6. Stresses the need for the bodies administering petitions and complaints to the European Ombudsman to equip themselves in the long term with a codified set of administrative and procedural rules applicable throughout the Union, so that procedures are made quicker and more transparent, and the petitions process can be completed more effectively while adhering to the law and the principle of legal safety; this does not preclude the need to have recourse in future to new legal instruments based on the general principles applicable in the Member States;

Selon le Médiateur, "Le règlement 1049/2001 (relatif à l'accès du public aux documents ) a fixé la promptitude des délais pour les réponses du Parlement européen, du Conseil et de la Commission aux demandes d'accès .Le législateur communautaire semble donc avoir considéré qu'il était important de garantir non seulement que les citoyens bénéficient de l'accès le plus large aux documents, mais qu'ils puissent le faire aussi rapidement que possible".
According to the Ombudsman, "Regulation 1049/2001 (on public access to documents ) establishes short time limits for replies from the European Parliament, Council and Commission to applications for access .The Community legislator thus appears to have considered it important to ensure not only that citizens enjoy the widest possible access to documents but that they are able to do so as rapidly as possible".

Le rôle et l'efficacité du Médiateur européen et de la commission des pétitions du Parlement européen doivent être complétés par la création de réseaux d'organismes similaires existants dans les États membres qui puissent statuer sur les litiges faisant intervenir des citoyens et des questions d'ordre communautaire.
The role and effectiveness of the EU Ombudsman and of the Petitions' Committee of the European Parliament should be complemented by creating networks of similar existing bodies in the Member States capable of dealing with disputes involving citizens and EU issues.

9. manifeste un préjugé favorable à ce que, dans le respect des procédures en vigueur, puissent être créés: a) un réseau européen reliant sa commission des pétitions et ses homologues au niveau national, le Médiateur européen et les médiateurs nationaux et locaux, b) une rencontre une fois par législature de ces organes, c) un Séminaire annuel d'évaluation de la coopération entre le Parlement européen, le Conseil et la Commission sur la base du nouvel Accord interinstitutionnel;
9. Expresses a preference for the setting up, in accordance with the procedures in force, of: (a) a European network linking its Petitions Committee with those of its national counterparts, the European Ombudsman and the national and local ombudsmen; (b) a meeting of these bodies once during every legislature; (c) an annual seminar to assess cooperation between the European Parliament, the Council and the Commission on the basis of the new Interinstitutional Agreement;
