TRADUCTIONS EN CONTEXTE

Le Conseil de l'Union européenne, dans ses conclusions sur l'agriculture biologique adoptées lors de la 3237e réunion du Conseil «Agriculture et pêche», qui s'est tenue les 13 et 14 mai 2013, a encouragé la Commission à améliorer les mécanismes existants afin de faciliter le commerce international de produits biologiques et d'exiger la réciprocité et la transparence dans tout accord commercial.
The Council of the European Union, in its conclusions on organic farming of the 3237th Agriculture and Fisheries Council meeting of 13 and 14 May 2013, encouraged the Commission to improve the current mechanisms to facilitate international trade in organic products and require reciprocity and transparency in any trade agreement.

1. remarque que malgré l'appel à la coordination des donateurs lancé par la communauté internationale au cours de la dernière décennie, peu de progrès ont été réalisés, selon l'étude sur le suivi de la déclaration de Paris de 2011; se félicite de la possibilité de réviser les mécanismes existants afin de renforcer la coordination au sein de l'Union, de manière à obtenir de meilleurs résultats sur le plan du développement et un meilleur rapport coûts-avantages; dans ce contexte, souligne la nécessité d'instaurer un mécanisme de coordination pour la répartition du travail au niveau international et d'améliorer la coordination des interventions dans les pays au niveau européen; souligne qu'il convient d'intensifier les efforts consentis actuellement pour mettre en œuvre la programmation conjointe de l'aide de l'Union européenne et des États membres afin de contribuer à réduire sa fragmentation, de renforcer son incidence et de donner une plus grande visibilité à l'aide européenne au développement;

Notes that whilst donor coordination has been demanded by the international community over the past decade, low progress has been made, according to the 2011 Survey on Monitoring the Paris Declaration. Welcomes the opportunity to review the existing mechanisms to further enhance intra-EU coordination in order to achieve better development outcomes and greater value for money; underlines, in this context, the necessity of a coordination mechanism for cross-country division of labour, as well as for better coordination of in-country interventions at EU level. Stresses that the current efforts to implement joint programming of EU and Member States' aid should be stepped up as means to reduce fragmentation, increase its impact and confer a greater visibility to the European development aid).

Sans préjudice des articles 107 et 108 du traité sur le fonctionnement de l'Union européenne, les États membres facilitent la mise en place de mécanismes de financement ou le recours aux mécanismes existants au profit de mesures visant à améliorer l'efficacité énergétique afin de tirer le meilleur parti possible de différentes voies de financement.
1. Without prejudice to Articles 107 and 108 of the Treaty on the Functioning of the European Union, Member States shall facilitate the establishment of financing facilities, or use of existing ones, for energy efficiency improvement measures to maximise the benefits of multiple streams of financing.

J’estime qu’avant d’introduire de nouvelles mesures, nous devrions évaluer la mise en œuvre complète et systématique des mécanismes existants, afin d’éviter le risque de créer des problèmes plus graves que ceux contre lesquels nous essayons de lutter.
I believe that before introducing further measures we need to evaluate the full, systematic implementation of existing mechanisms, to avoid the risk of creating greater problems than those we are seeking to overcome.

invite les OEN à renforcer leurs mécanismes d'appel existants, censés être utilisés lorsqu'une norme fait l'objet d'un différend; constate que les mécanismes existants peuvent ne pas être toujours efficaces, leur composition reflétant, dans la pratique, la position des acteurs qui ont approuvé une norme; propose, dès lors, d'élargir cette composition afin de permettre la participation d'experts externes indépendants et/ou des acteurs de la société civile européenne qui ont actuellement le statut de membres associés ou de partenaires de coopération des OEN;
Invites the ESOs to reinforce their existing appeal mechanisms which are meant to be used should a disagreement over a standard arise; notes that the current mechanisms may not always be effective as their composition reflects in practice the position of those that approved a standard; proposes, therefore, enlarging the composition to enable the participation of external independent experts and/or European societal stakeholders that are currently associate members or cooperating partners of the ESOs;

Plusieurs mécanismes novateurs reposent déjà sur des partenariats public-privé et sur les marchés, afin de compléter utilement les ressources et mécanismes existants de l’aide au développement.
Several innovative mechanisms already build on public-private partnerships and markets to provide a good addition to existing resources and mechanisms for supporting development.

En ce qui concerne les États membres dans lesquels la modulation facultative est déjà appliquée, il faudrait, dans la mesure du possible, que le nouveau régime de modulation facultative mis en place par le présent règlement ne s'écarte pas du mécanisme existant, afin d'éviter des charges administratives inutiles et des interférences avec des modalités de mise en œuvre qui existent depuis plusieurs années et auxquelles les agriculteurs se sont adaptés en pratique et en termes économiques.
With regard to Member States where voluntary modulation is already used, the new voluntary modulation arrangements laid down in this Regulation should, to the extent possible, refrain from deviating from the existing mechanism so as to avoid triggering unnecessary administrative burden, interfering with implementing arrangements that have been in place for several years and that farmers have adapted to in practice and in economic terms.

Au lieu de mettre en place une nouvelle agence d’exécution, il serait judicieux de contribuer à la réforme des mécanismes existants afin de les rendre plus opérationnels, novateurs et efficaces.
Instead of setting up a new executive agency, it would make sense to contribute to the reform of the existing mechanisms with a view to making them more operational, innovative and efficient.
