Firmly believes that the time has come to aim for a new style of constitutional treaty that will help the citizen identify more with European integration; popular fears about creeping loss of sovereignty need to be addressed by entrenching the principles, objectives and share-out of competencies, including the Charter of Fundamental Rights, in a Basic Law; the procedure for amending the policy chapters of the present treaties must be lightened, so that the Union can adapt itself to meet the demands of rapidly changing political and economic circumstances; at the same time seeks to ensure for the citizen some clear element of democratic linkage to this process which in turn would reinforce with the citizens the importance and legitimacy of the political choices made by the European institutions, especially the Parliament;
