The UN Security Council Committee approved on 6 March 2018 the addition of the entries of Salim Mustafa Muhammad Al-Mansur, Umar Mahmud Irhayyim Al-Kubaysi and Al-Kawthar Money Exchange to the ISIL (Da'esh) and Al-Qaida Sanctions Committee's list.

I. considérant que la liberté de la presse est encore sous une grande pression en Égypte et que des journalistes sont toujours détenus sur la base d'allégations non fondées; considérant qu'un certain nombre de journalistes ont été poursuivis en 2014 parce qu'ils étaient accusés de menacer l'unité nationale et la paix sociale, de divulguer des informations mensongères ou de collaborer avec les Frères musulmans; considérant que la cour de cassation, plus haute juridiction égyptienne, a estimé qu'il y avait eu des irrégularités procédurales dans le procès des journalistes d'Al-Jazeera Mohammed Fahmy, Peter Greste et Baher Mohamed; que, néanmoins, les trois journalistes doivent faire l'objet d'un nouveau procès et que les chefs d'inculpation de «falsification d'informations» et d'«association aux Frères musulmans» qui pèsent contre eux n'ont pas été abandonnés; que trois autres journalistes – Sue Turton, Dominic Kane et Rena Netjes – ont été condamnés par contumace à dix ans de prison; considérant que les journalistes éyptiens Mahmoud Abdel Nabi, Mahmoud Abu Zeid, Samhi Mustafa, Ahmed Gamal, Ahmed Fouad et Abdel Rahman Shaheen ont été poursuivis pour avoir exercé leurs activités légitimes; considérant qu'un clivage profond sépare les médias égyptiens entre pro et anti-Morsi, aggravant la fracture qui divise la société égyptienne;
I. whereas freedom of the press is still under great pressure in Egypt and journalists are still being detained on the basis of unfounded allegations; whereas a number of journalists were prosecuted in 2014 on charges related to threatening national unity and social peace, spreading false news reports and collaborating with the Muslim Brotherhood; whereas the Court of Cassation, Egypt’s highest court of law, ruled that there were procedural failings in the trial of journalists Mohammed Fahmy, Peter Greste and Baher Mohamed from Al-Jazeera; whereas, however, the three journalists are set for retrial and charges of ‘falsifying news’ and ’involvement with the Muslim Brotherhood’ against them have not been dropped; whereas three other journalists – Sue Turton, Dominic Kane and Rena Netjes – were sentenced in absentia to 10 years in prison; whereas Egyptian journalists Mahmoud Abdel Nabi, Mahmoud Abu Zeid, Samhi Mustafa, Ahmed Gamal, Ahmed Fouad and Abdel Rahman Shaheen were convicted for merely carrying out their legitimate activities; whereas there is extreme polarisation of the Egyptian media into pro- and anti-Morsi factions, which is reinforcing the polarisation of Egyptian society;

7. manifeste une préoccupation profonde devant la grave dégradation du paysage médiatique; demande la libération immédiate, sans conditions, des journalistes d'Al-Jazeera, dont le renvoi devant une cour a été ordonné le 1 janvier 2015, ainsi que de tous les professionnels des médias et blogueurs poursuivis pour avoir exercé leurs activités légitimes, dont Mahmoud Abdel Nabi, Mahmoud Abu Zeid, Samhi Mustafa, Ahmed Gamal, Ahmed Fouad et Abdel Rahman Shaheen;
7. Expresses its profound preoccupation with the severe deterioration of the media environment; calls for the immediate and unconditional release of the Al Jazeera journalists, whose re-trial was ordered on 1st January 2015, as well as that of all media professionals and bloggers convicted for merely carrying out their legitimate activities, including Mahmoud Abdel Nabi, Mahmoud Abu Zeid, Samhi Mustafa, Ahmed Gamal, Ahmed Fouad and Abdel Rahman Shaheen;

4. prie instamment la Lituanie de rouvrir son enquête criminelle sur les centres de détention secrets de la CIA et de conduire des investigations rigoureuses compte tenu de tous les éléments de preuve mis au jour, notamment dans l'affaire Abu Zubaydah contre Lituanie pendante devant la CEDH; demande à la Lituanie d'autoriser les enquêteurs à examiner le réseau des vols de transfert et à interroger les personnes de contact qui ont notoirement organisé les vols en question ou y ont participé; prie les autorités lituaniennes d'effectuer une analyse criminologique du centre de détention et un examen des enregistrements téléphoniques; leur demande instamment de coopérer sans réserve avec la CEDH dans les affaires Abu Zubaydah contre Lituanie et HRMI contre Lituanie; demande à la Lituanie d'étudier, à la faveur de la réouverture de l'enquête criminelle, les demandes de participation à la procédure ou d'accès au dossier formulées par d'autres victimes éventuelles; prie instamment la Lituanie de répondre de manière exhaustive aux demandes d'information émanant d'autres États membres de l'Union, en particulier à celle du médiateur finlandais relative à un vol ou des vols ayant pu associer la Finlande et la Lituanie sur un éventuel itinéraire de transfert; demande instamment au procureur général lituanien d'ouvrir une enquête pénale à la suite de la plainte concernant Mustafa al Hawsawi;

Urges Lithuania to reopen its criminal investigation into CIA secret detention facilities and to conduct a rigorous investigation considering all the factual evidence that has been disclosed, notably regarding the ECtHR case of Abu Zubaydah v Lithuania; asks Lithuania to allow the investigators to carry out a comprehensive examination of the renditions flight network and contact persons publicly known to have organised or participated in the flights in question; asks the Lithuanian authorities to carry out forensic examination of the prison site and analysis of phone records; urges them to cooperate fully with the ECtHR in the cases of Abu Zubaydah v Lithuania and HRMI v Lithuania; calls on Lithuania, in the context of reopening the criminal investigation, to consider applications for status/participation in the investigation from other possible victims; urges Lithuania to respond in full to requests for information from other EU Member States, in particular the request for information from the Finnish Ombudsman regarding a flight or flights that could link Finland and Lithuania to a possible rendition route; urges the Lithuanian Prosecutor General to carry out a criminal investigation into Mustafa al-Hawsawi’s complaint;

F. considérant que les autorités lituaniennes ont réaffirmé leur engagement à rouvrir l'enquête pénale sur la participation de la Lituanie au programme de la CIA si de nouveaux éléments apparaissaient, mais ne l'ont toujours pas fait; considérant que, dans les observations qu'elles ont présentées à la CEDH dans l'affaire Abu Zubaydah, les autorités lituaniennes apparaissent comme responsables de graves carences dans leurs enquêtes et comme ne mesurant pas la signification des nouvelles informations; considérant que la Lituanie exerce la présidence du Conseil de l'Union européenne pendant le second semestre 2013; considérant que le procureur général lituanien a été saisi, le 13 septembre 2013, d'une demande d'enquête sur les allégations selon lesquelles Mustafa al Hawsawi, actuellement jugé devant une commission militaire à Guantánamo, aurait été illégalement transféré, secrètement détenu et torturé en Lituanie dans le cadre du programme de restitutions conduit par la CIA;
F. whereas the Lithuanian authorities have reiterated their commitment to reopening the criminal investigation into Lithuania’s involvement in the CIA programme if new elements emerge, but still have not done so; whereas in their observations to the ECtHR in the case of Abu Zubaydah, the Lithuanian authorities demonstrated critical shortcomings in their investigations and a failure to grasp the meaning of the new information; whereas Lithuania holds the presidency of the Council of the European Union in the second half of 2013; whereas a complaint was submitted on 13 September 2013 to the Lithuanian Prosecutor General, calling for an investigation into allegations that Mustafa al-Hawsawi, who is currently facing trial by military commission at Guantánamo Bay, had been illegally transferred to, and secretly detained and tortured in, Lithuania as part of a CIA-led programme;
