À l'instar de ces multiples observatoires créés pour mieux masquer nos divergences, cet Observatoire, en cinq ans d'existence, n'a rien produit qui justifie les millions d'euros qui lui sont attribués chaque année.
– (FR) Mr President, ladies and gentlemen, at a time when expressions like ‘bringing the European Union closer to its citizens’ and ‘good governance’ are on everyone’s lips, an examination of the way the European Monitoring Centre for Drugs and Drug Addiction works, and of its scientific output, proves quite astonishing, as its conclusions are virtually non-existent.

Sur proposition de M. Karel Van Miert, la Commission propose au Conseil d'adopter un règlement instituant le Centre de traduction inter agences. Ce centre sera créé sous forme d'un organe lié budgétairement et organiquement aux agences concernées ainsi qu'à la Commission et jouissant d'une personnalité juridique distincte, d'une autonomie de gestion et d'un budget propre. * * * (1) COM(94) 22/2
1 On 29 October 1993 the Representatives of the Governments of the Member States decided that a Translation Centre would be established alongside the Commission's translation departments located in Luxembourg to provide translation services for the operation of the following agencies and departments: - the European Environment Agency and the European environment information and observation network; - the European Training Foundation; - the Office for Veterinary and Plant-Health Inspection and Control; - the European Monitoring Centre for Drugs and Drug Addiction; - the European Medicines Evaluation Agency; - the Agency for Health and Safety at Work; - the Office for Harmonization in the Internal Market (trade marks, designs and models; - Europol and the Europol Drugs Unit. Concentrating the capacity required to meet the multilingual communication needs of a number of agencies spread across the territory of the Union in a single autonomous and specialized centre should ensure the most efficient use of resources, reduce downtime and avoid the duplication of logistic support services such as terminology, documentation, libraries, and information and telecommunication services. On a proposal from Mr Van Miert, the Commission is proposing that the Council adopt a Regulation setting up the Translation Centre as an interagency body with budgetary and organizational ties with the agencies concerned and the Commission and having its own legal personality, managerial autonomy and budget. * * * 1 COM(94) 22/2
