The Candidate Countries Turkey, the former Yugoslav Republic of Macedonia*, Montenegro*, Serbia* and Albania*, the country of the Stabilisation and Association Process and potential candidate Bosnia and Herzegovina, and the EFTA countries Iceland, Liechtenstein and Norway, members of the European Economic Area, as well as Ukraine, the Republic of Moldova, Armenia, Azerbaijan and Georgia, align themselves with this declaration.* The former Yugoslav Republic of Macedonia, Montenegro, Serbia and Albania continue to be part of the Stabilisation and Association Process.

La position à adopter au nom de l'Union européenne au sein du conseil de stabilisation et d'association institué par l'accord de stabilisation et d'association entre les Communautés européennes et leurs États membres, d'une part, et la République du Monténégro, d'autre part, en ce qui concerne le remplacement du protocole no 3 à cet accord, relatif à la définition de la notion de «produits originaires» et aux méthodes de coopération administrative, par un nouveau protocole qui, pour ce qui est des règles d'origine, fait référence à la convention régionale sur les règles d'origine préférentielles paneuro-méditerranéennes est fondée sur le projet de décision du conseil de stabilisation et d'association joint à la présente décision.
The position to be adopted on behalf of the European Union within the Stabilisation and Association Council established by the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the Republic of Montenegro, of the other part, as regards the replacement of Protocol 3 to that Agreement, concerning the definition of the concept of ‘originating products’ and methods of administrative cooperation, by a new protocol which, as regards the rules of origin, refers to the Regional Convention on pan-Euro-Mediterranean preferential rules of origin, shall be based on the draft decision of the Stabilisation and Association Council attached to this Decision.

Having regard to the Decision 2006/682/EC of the Council and of the Representatives of the Member States of the European Union meeting within the Council of 9 June 2006 on the signature and provisional application of the Multilateral Agreement between the European Community and its Member States, the Republic of Albania, Bosnia and Herzegovina, the Republic of Bulgaria, the Republic of Croatia, the former Yugoslav Republic of Macedonia, the Republic of Iceland, the Republic of Montenegro, the Kingdom of Norway, Romania, the Republic of Serbia and the United Nations Interim Administration Mission in Kosovo (1) on the Establishment of a European Common Aviation Area (ECAA) (2),

54. respecte le souhait des autorités monténégrines de soumettre à la sanction populaire, dans le respect des dispositions constitutionnelles de la Serbie-Monténégro ainsi que des normes européennes, la question du statut du Monténégro au sein de l'union d'États; est convaincu du fait que le gouvernement et l'opposition parviendront, grâce à la médiation de l'Union européenne, à définir conjointement les termes et les procédures concernant l'organisation du référendum, afin de garantir que ce dernier présente un caractère pleinement régulier tant sur le plan national qu'international; demande aux autorités des deux républiques, quel que soit le résultat de la consultation, de coopérer étroitement et constructivement, dans le contexte de la négociation d'un A.S.A, et d'adopter les mesures nécessaires pour assurer l'intégration économique totale de leurs marchés respectifs;
54. Respects the wish of the Montenegrin authorities to submit to a popular vote, in compliance with the constitutional provisions of Serbia and Montenegro and with European standards, the question of Montenegro's status within the State Union; is confident that the government and the opposition will succeed, with the mediation of the European Union, in jointly defining the terms and procedures for holding the referendum, so that the result may enjoy full national and international legitimacy; whatever the final outcome, urges the authorities of the two republics to cooperate closely and constructively in the context of the negotiations for an SAA and to adopt the measures required to achieve full economic integration of their respective markets;

When it comes to relations between Serbia and Montenegro within the federal state, the former, non-democratic organisation of the Federal Republic of Yugoslavia seriously threatened the functioning of the state.

The FRY CSP identified a series of problems that need to be faced by Serbia, Montenegro and UN-administered Kosovo. These problems include the current lack of a functioning single economic space, institutional and political complexities inside the federation, inefficient public administration, weak judicial systems, and widespread poverty.
