14. Le ministre peut conclure un contrat prévoyant le paiement d’une rente dont le montant diminuera à une date spécifiée dans ledit contrat et en vertu duquel il sera versé une rente dépassant le maximum autorisé en vertu de la Loi, dans l’intervalle entre la date d’échéance du premier versement de rente et ladite date spécifiée, à condition que la rente qu’il est convenu de verser n’excède pas l’équivalent actuariel d’une rente constante pour le montant maximum ainsi autorisé à l’égard du rentier, ayant la même date d’ouverture et la même durée déterminée, le cas échéant, que la rente payable aux termes du contrat.
14. The Minister may enter into a contract to provide for the payment of an annuity the amount of which decreases on a day specified in the contract and under which there may be paid an annuity greater than the maximum permitted under the Act between the due date of the first instalment of annuity and the said day, but in no case shall the annuity agreed to be paid exceed the actuarial equivalent of a constant annuity for the maximum amount so permitted in respect of the annuitant, having the same date of commencement and the same term certain, if any, as the annuity payable under the contract.

70. Par dérogation aux dispositions de la présente loi, lorsqu’un colon qualifié et établi sur la terre en vertu des dispositions de la présente loi et des règlements édictés sous son empire, lequel n’a pas abandonné sa terre et dont le contrat avec la Commission n’a pas été terminé, rescindé ou cédé, la Commission doit porter au crédit du compte du colon, à la date réglementaire de 1929, un montant égal à trente pour cent de la dette du colon envers la Commission à cette date; toutefois, s’il s’agit d’un colon dont la requête en réévaluation visée par l’article soixante-huit de la présente loi n’a pas été définitivement réglée, la dette du colon à ladite date réglementaire est censée, pour les fins du présent article, être le montant qu’il doit à la Commission à ladite date réglementaire, moins le montant de la dépréciation de la valeur de la terre, s’il en est, déterminée ainsi qu’il est prescrit par l’article soixante-huit de la présente loi; de plus, le montant maximum qui peut être crédité ainsi à un colon conformément aux dispositions du présent article ne doit jamais excéder la dette totale du colon envers la Commission.
70. Notwithstanding anything in this Act, in the case of any settler qualified and established upon the land in accordance with the provisions of this Act and regulations thereunder, who has not abandoned his land and whose agreement with the Board has not been terminated, rescinded or assigned, the Board shall credit the settler’s account as on the standard date in 1929 with an amount equal to thirty per cent of the settler’s indebtedness to the Board as on that date; provided that in the case of any such settler whose application for revaluation under section sixty-eight of this Act has not been finally disposed of, the settler’s indebtedness as on the said standard date shall for the purposes of this section be deemed to be the amount owing by him to the Board as on the said standard date less the amount of the depreciation in the value of the land, if any, determined as provided by section sixty-eight of this Act; provided further that the maximum amount which may be so credited to any settler in accordance with the provisions of this section shall in no case exceed the settler’s total indebtedness to the Board.

In particular, the Commission should be empowered to define further the grounds for granting a deferral for the initiation or completion of some or all of the measures in the paediatric investigation plan and to specify the maximum amounts as well as the conditions and methods for collection of the financial penalties for infringement of the provisions of Regulation (EC) No 1901/2006 or the implementing measures adopted pursuant to it.
