Mr. Rob Anders: Mr. Chairman, I understand that the minister may have some discretion with regard to physical infirmities and that type of thing, but the situation I think of is the one where we had an alderman on the city council in Calgary who was raising some objections with regard to people, say, for example, obtaining taxi licences in the city of Calgary and who clearly didn't have the ability to communicate in either of the official languages.
