C. considérant que la nouvelle constitution de l'Égypte contient de nombreux éléments positifs, dans les domaines des libertés fondamentales et des droits de l'homme, de la protection des minorités et des droits des femmes en particulier, mais comprend également des articles qui placent les forces armées à l'abri du contrôle civil et leur budget à l'abri du contrôle parlementaire, et qui permettent aux militaires de juger des civils, tandis qu'un autre article restreint la liberté des pratiquants de religions monothéistes de se livrer à des rites religieux et de fonder de lieux de culte;
C. whereas the new Constitution of Egypt has many positive elements, in the fields of fundamental freedoms and human rights, the protection of minorities, and women’s rights in particular, but also includes articles that exempt the armed forces from civilian oversight and their budget from parliamentary scrutiny, and allow military judges to try civilians, while another article restricts the freedom of practising religious rituals and establishing places of worship to the followers of the Abrahamic religions;
