(1) Whereas, at the meeting of the European Council in Madrid on 15 and 16 December 1995, the scenario for the changeover to the single currency was adopted which provides for introduction of euro coins by 1 January 2002 at the latest; whereas the precise date for the issue of euro coins will be decided when the Council adopts its regulation on the introduction of the euro immediately after the decision on the Member States adopting the euro as the single currency has been taken as early as possible in 1998;

(5) considérant que l'article 109 L paragraphe 4 troisième phrase du traité, qui autorise le Conseil, statuant à l'unanimité des États membres participants, à prendre les autres mesures nécessaires à l'introduction rapide de la monnaie unique, ne peut servir de base juridique qu'à partir du moment où, en vertu de l'article 109 J paragraphe 4 du traité, il aura été confirmé quels sont les États membres qui remplissent les conditions nécessaires pour l'adoption d'une monnaie unique; qu'il est, par conséquent, nécessaire d'avoir recours à l'article 235 comme base juridique pour les dispositions pour lesquelles il est urgent d'établir la sécurité juridique; que, par conséquent, le présent règlement et le règlement précité concernant l'introduction de l'euro définiront ensemble le cadre juridique de l'euro, dont les principes ont été énoncés par le Conseil européen de Madrid; que l'introduction de l'euro intéresse les opérations quotidiennes de l'ensemble de la population dans les États membres participants; qu'il y a lieu d'étudier d'autres mesures que celles qui sont prévues par le présent règlement et par celui qui sera adopté sur la base de l'article 109 L paragraphe 4 troisième phrase, afin d'assurer un passage équilibré à la monnaie unique, notamment pour les consommateurs;
(5) Whereas the third sentence of Article 109l (4) of the Treaty, which allows the Council, acting with the unanimity of participating Member States, to take other measures necessary for the rapid introduction of the single currency is available as a legal basis only when it has been confirmed, in accordance with Article 109j (4) of the Treaty, which Member States fulfil the necessary conditions for the adoption of a single currency; whereas it is therefore necessary to have recourse to Article 235 of the Treaty as a legal basis for those provisions where there is an urgent need for legal certainty; whereas therefore this Regulation and the aforesaid Regulation on the introduction of the euro will together provide the legal framework for the euro, the principles of which legal framework were agreed by the European Council in Madrid; whereas the introduction of the euro concerns day-to-day operations of the whole population in participating Member States; whereas measures other than those in this Regulation and in the Regulation which will be adopted under the third sentence of Article 109l (4) of the Treaty should be examined to ensure a balanced changeover, in particular for consumers;

(12 bis) considérant qu'à la suite de l'introduction de la monnaie unique, il y aura lieu d'indiquer au maximum trois prix par produit durant la période transitoire au cours de laquelle les prix devront être indiqués tant dans la monnaie nationale que dans la monnaie unique;
Whereas, in the transitional period following introduction of the single currency, when prices have to be indicated in both the national and the single currency, a maximum of three prices will be given per product;
