En vue de stimuler la croissance économique et de générer davantage d'emplois dans l'Union européenne, le présent règlement crée le FEM, afin de permettre à la Communauté d'apporter une aide aux travailleurs qui perdent leur emploi en raison des modifications majeures de la structure du commerce mondial résultant de la mondialisation, dans les cas où ces licenciements ont des incidences négatives importantes sur l'économie régionale ou locale.

With the aim of stimulating economic growth and creating more jobs in the European Union, this Regulation establishes the EGF, to enable the Community to provide support for workers made redundant as a result of major structural changes in world trade patterns due to globalisation where these redundancies have a significant adverse impact on the regional or local economy.

Par ailleurs, la Commission considère qu’il est important de normaliser le statut de marin dans le contexte de la mondialisation pour en contenir les effets pervers, à savoir le dumping social qui pénalise les gens de mer et les armateurs respectueux des règles en vigueur, et définir les conditions d’un travail décent et ce, en phase avec la communication sur la dimension sociale de la mondialisation[2] qui fait explicitement référence à la Convention sur le travail maritime. En outre, le soutien à la ratification et à l’entrée en vigueur de la Convention représenterait une contribution importante à l’engagement de la Commission à promouvoir le travail décent dans le monde, tel que présenté dans sa récente communication à ce sujet.[3]
Moreover, the Commission considers that it is important to normalise the status of seafarer in the context of globalisation in order to limit its harmful effects, namely social dumping which penalises seamen and shipowners complying with the rules in force, and to define decent working conditions in line with the communication on the social dimension of globalisation which makes express reference to the Convention on maritime labour.[2] Support for the ratification and entry into force of the Convention would represent an important contribution to the Commission’s commitment to promote decent labour standards worldwide, as presented in its recent communication on the matter.[3]
