The authorities in my country have emphasised that the policy of the heritage of the rural world should be based on three main axes: sustainable balance between the population and the surrounding area; integrated action, meaning genuine cooperation between the various levels of authority and the local populations; and constant dialogue with local people, interested parties who actually know their own needs.

DEUXIEME PARTIE : Vers une approche communautaire face aux problèmes du monde rural Trois stratégies de base sont distinguées pour faire face aux "problèmes types" décrits ci-dessus: * face aux pressions de l'évolution moderne, il y a lieu de renforcer la protection de l'environnement rural, une tâche qui incombe en premier lieu aux autorités nationales et/ou régionales, mais où la Communauté peut également contribuer par : - des études et des recommandations; - l'adoption des limites communautaires de charges sur l'environnement; - la promotion de pratiques agricoles et sylvicoles favorisant l'environnement et l'espace naturel; * face au déclin rural, une revitalisation et l'intégration du tissu socio-économique s'impose par le biais des actions suivantes: - la stimulation et la diversification de l'offre des services destinés aux entreprises; - l'animation sociale et économique - un meilleur regroupement des activités.
PART TWO : Developing a Community approach to the problems of rural society Three basic strategies for tackling the "standard problems" described above are set out in the Communication: * the pressure of modern development: measures should be taken to strengthen the protection of the rural environment; this is primarily a matter for national and/or regional authorities, but also one where the Community may make its contribution: - in the form of studies and recommendations; - by setting Community limits on environmental loads; - by encouraging farming and forestry practices that are favourable to the countryside and to the environment; * rural decline: the following measures should be taken to restore life to and bring about the integration of the socio-economic fabric: - action to stimulate and diversify the supply of services to firms; - social and economic "outreach activities"; - better regrouping of economic activities; - the creation of new infrastructure and the introduction of back-up and measures in the fields of education and vocational training.

Vu cette situation, trois problèmes "types" de développement se dégagent, qui déterminent dans une large mesure l'avenir du monde rural: - la pression de l'évolution moderne, dans les régions rurales proches des grandes agglomérations ou qui leur sont facilement accessibles; - le déclin rural, dans beaucoup de régions CEE mais notamment dans la périphérie méditerranéenne de la Communauté; - le dépeuplement et l'abandon de certaines terres, dans des zones particulièrement marginalisées, telles que certaines zones de montagne et certaines îles.
If one takes a closer look at this situation, one may discern three "standard" development problems, which between them will determine to a large extent the future of rural society: - the pressure of modern development in rural areas close to or easily reached from large towns or cities; - rural decline in many regions of the Community, but particularly in outlying Mediterrenean areas; - depopulation and the abandonment of the land in areas that are particularly marginal, such as certain hill and mountain areas and islands.

- Pour tirer le meilleur parti des ressources existantes et afin d'obtenir un réel impact sur le développement rural, les mesures envisagées ont été concentrées géographiquement et sur les 5 priorités suivantes : . developpement des secteurs primaires - agriculture, forêts et pêche, . developpement des autres secteurs économiques en particulier des petites et moyennes entreprises, . tourisme et loisirs . infrastructure - suivant la nécessité comme support à d'autres actions, . ressources humaines - programme de formation (1) Annexe B - Axes prioritaires des CCA (2) Dispositions financières - - 2 - Afin de renforcer l'action mutuelle des trois fonds structurels en faveur du monde rural, l'accent sera mis sur les programmes qui coordonnent les activités des trois fonds et qui s'articulent avec les autres objectifs de la réforme des fonds structurels. - Les CCA ont été élaborés en étroite collaboration (partenariat) entre la Commission d'une part, les autorités nationales, régionales et locales d'autre part, afin d'articuler la politique de développement rural communautaire avec les besoins et les potentiels spécifiques de chaque zone et pour obtenir l'adhésion, le soutien et l'engagement des autorités concernées.
- To maximise the impact of the existing resources on rural development, the measures envisaged have been focused geographically with the emphasis on five priorities : . development of primary sectors - agriculture, forestry and fisheries, . development of other economic sectors, in particular small and medium-sized enterprises, . tourism and recreation, . infrastructure - where necessary to underpin other actions, . human resources - training. - To reinforce the mutual effects of the three structural funds, preference will be given to multifund programmes (1) Annex B - Priority axes for the CSF (2) Annex A - Financial allocations by Member State - 2 - - The preparation of the CSFs has been carried out in close cooperation (partnership) between the Commission, the Member States and the competent regional and local authorities, in order to match Community Rural Development policy with the specific needs and potential of each region and to obtain the full commitment, cooperation and involvement of the authorities concerned.
