(17) La déclaration commune du 31 mai 2001 du Conseil et de la Commission, la résolution susmentionnée du Parlement européen du 4 octobre 2001 ainsi que la résolution adoptée le 1er novembre 2001 par l'assemblée parlementaire paritaire ACP-UE se sont félicitées de la proposition présentée par le secrétaire général des Nations unies tendant à créer un Fonds mondial de lutte contre le VIH/sida, la tuberculose et le paludisme, lequel est opérationnel depuis le 29 janvier 2002, et ont souligné que les contributions à ce Fonds devaient venir s'ajouter aux ressources existantes.
(17) The Joint Declaration of 31 May 2001 by the Council and the Commission, the abovementioned European Parliament resolution of 4 October 2001 and the ACP-EU Joint Parliamentary Assembly resolution of 1 November 2001 welcomed the proposal of the UN Secretary-General to establish a Global Fund to fight HIV/AIDS, tuberculosis and malaria, which came into operation on 29 January 2002, and stressed that contributions to this Fund should be additional to existing resources.
