20. Urges the Commission to suggest elements for a new model of multi-level governance based on partnerships and genuine collaboration, going beyond simple stakeholder consultations, a model combining formal governmental structures with informal flexible governance structures that correspond to the new realities of the digitalised ‘network’ society, and which is adapted to the scale at which the challenges exist, a model which improves multi-level cooperation, both vertical and horizontal, with governmental and non-governmental actors at local, regional, national and European level, thus bringing government closer to the citizens and improving the democratic legitimacy of the European project; recommends that this ‘sui generis’ tailor-made model become the working method of the future European Urban Agenda after its acceptance by the partners and after consulting all relevant stakeholders;

Dans ses conclusions du 24 février 2003 concernant la révision à mi-parcours du quatrième protocole en matière de pêche entre la Communauté européenne, le gouvernement du Danemark et le gouvernement autonome du Groenland, reconnaissant l’importance géostratégique du Groenland pour l’Union et rappelant l’esprit de coopération résultant de la décision de l’Union d’accorder au Groenland le statut de territoire d’outre-mer, le Conseil a reconnu la nécessité d’élargir et de renforcer les futures relations entre l’Union et le Groenland en tenant compte de l’importance des pêcheries et de la nécessité de réformes structurelles et sectorielles au Groenland.
In its conclusions of 24 February 2003 on the Mid-term Review of the Fourth Fisheries protocol between the European Community, the Government of Denmark and the Home Rule Government of Greenland, and recognising the geostrategic importance of Greenland to the Union and the spirit of cooperation resulting from the Union’s decision to grant the status of overseas territory to Greenland, the Council agreed that there was a need to broaden and strengthen future relations between the Union and Greenland, taking into account the importance of fisheries and the need for structural and sectoral orientated reforms in Greenland.
