(1) The High-Level Group on the trans-European transport network chaired by Mr Karel Van Miert expressed concern that the delays in the cross-border sections of the priority projects on the trans-European transport network (TEN) were having an adverse effect on the profitability of the investments made by the Member States in the sections in their own country, denying them the benefit of economies of scale, and recommended that the rate of Community financing should be differentiated, according to the benefits to other countries, in particular the neighbouring countries, stressing that such modulation should in the first instance benefit the cross-border projects used by long-distance transport services.

Nous pensons que la Commission devrait déposer une nouvelle proposition portant établissement d’une authentique modulation, qui garantirait une équité accrue et le déblocage de ressources financières par l’introduction d’une limite maximale pour l’aide octroyée à chaque exploitation (plafonnement) ainsi qu’un pourcentage d’aide supplémentaire aux plus petits bénéficiaires de la PAC (modulation), par exemple en proposant une hausse située entre 15 et 20% au profit des agriculteurs recevant moins de 5 000 euros et, outre cela, en prenant en considération la situation de chacun.
We feel that the Commission should table a fresh proposal in order to create genuine modulation, which would guarantee greater fairness and release financial resources by introducing a maximum limit to aid per holding (capping) and a percentage increase in aid for farmers who receive the least from the CAP (modulation), for example, by proposing a 15% to 20% increase for farmers who receive less than EUR 5 000 in aid and, in addition to this figure, taking various circumstances into account.
