À mon avis, lorsque l'on présente une mesure législative, en particulier une mesure qui touche le Code criminel, il faut faire très attention de préserver son intégrité, c'est-à-dire la cohérence du système criminel et de s'assurer que les changements recommandés améliorent le droit criminel dans son ensemble, et non proposer une simple modification superficielle, motivée par des raisons politiques ou destinée à soulever l'émotion plutôt qu'à aller aux sources du problème.
It is my view that when we put forward legislation, in particular criminal legislation, great care must be taken to ensure the integrity of the Criminal Code, the consistency within the Criminal Code. We must ensure to the best of our ability that changes recommended to the Criminal Code are to be for the betterment of the criminal law as a whole and not some superficial piece of politics simply designed to arouse emotions and not really get at the root of the problem.
