Senator Mitchell: Environment Canada has admitted that it might be able to account for 25 per cent of the targets achieved to this point, but there is literately no plan in place to achieve the remaining 75 per cent. How can the leader of the government say on the one hand that there is a plan in place now, which was not in place before, and admit on the other hand that the department had 776 more people before, who might have been able to implement that plan, whom they do not have now to implement any kind of plan at all?
