Un premier petit-déjeuner de travail, en novembre 2003, a été consacré au suivi dont a fait l'objet jusqu'ici la mise en oeuvre des GOPE 2003-05, notamment pour ce qui est de la viabilité des finances publiques.
A first working breakfast in November 2003 was devoted to the follow-up given to the 2003-05 BEPGs so far, notably with regard to the sustainability of public finances.

According to the implementing report of the 2002 BEPGs, the question has, however, not received particular attention at the national level, although the BEPGs for 2003-2005 [29] reiterate that Member States should eliminate obstacles to mobility related to the housing market in order to facilitate geographical and occupational mobility.

Le 4 novembre 2003, un petit-déjeuner de travail a été consacré aux suites données jusqu'à présent aux GOPE 2003-05, notamment en ce qui concerne la viabilité des finances publiques. Le Conseil pourra reprendre l'examen de la mise en oeuvre à l'occasion de l'adoption des conclusions sur ce rapport.
A working breakfast was devoted to the follow-up given to the 2003-05 BEPGs so far, notably with regard to the sustainability of public finances on 4 Nov. 2003. Adopting conclusions on this report will be the next opportunity for the Council to return to implementation discussions.

Pour les années intermédiaires, la recommandation concernant les GOPE pourrait être plus succincte et porter surtout sur les grands ajustements qui seraient nécessaires au vu de l'évolution économique et des les progrès accomplis dans la mise en oeuvre, ce qui les relierait au rapport sur la mise en oeuvre des GOPE, au rapport de printemps de la Commission et aux conclusions de la réunion de printemps du Conseil européen.
In the intermediate years, the Recommendation on the BEPGs could be more concise by concentrating on major policy adjustments that would seem necessary in view of the evolving economic situation and in view of the progress made on implementation, thus making a link to the BEPGs Implementation Report, the Commission's Spring Report and the subsequent Spring European Council conclusions.
