Underlines the importance of National Minority Councils in their role of promoting the rights of national minorities and their democratic nature, and also encourages the appropriate and verifiable financing of them; welcomes Serbia’s commitment in drafting a dedicated Action Plan for National Minorities, which will further improve the implementation and development of practices and the legal framework on national minorities; reiterates its call on Serbia to ensure that the level of acquired rights and competences is retained in the process of their legal alignment with the decision of the Constitutional Court of Serbia, and urges the adoption of the Law on National Minority Councils as soon as possible for the clarification of their legal status and the certainty of their jurisdiction; expresses serious concern about the interruption of transmission of programmes in minority languages following the announced privatisation of the media; calls on Serbia to step up its efforts with regard to the effective and consistent implementation of legislation on protection of minorities and the non-discriminatory treatment of national minorities throughout Serbia, including in relation to education, especially regarding the timely funding and translation of minority native language textbooks, use of minority languages, representation in public administration and representative bodies at local, regional and national levels and access to media and religious services in minority languages; invites the Serbian Government to implement all international treaties and bilateral agreements concerning minority rights;

57. Considers that no single solution exists for improving the situation of such minorities in all the Member States, but that some common and minimum objectives for public authorities in the EU should be developed, taking account the relevant international legal standards and existing good practices; calls on the Member States to ensure that their legal systems guarantee that persons belonging to a recognised national minority will not be discriminated against, and to adopt adequate measures to promote effective equality, based on the relevant international norms and good practice, inter alia the Council of Europe Framework Convention for the Protection of National Minorities; calls on the Commission to establish a policy standard for the protection of national minorities, including indigenous, traditional ethnic and linguistic minority communities, bearing in mind that they comprise more than 10 % of the total population of the EU, in order to avoid applying double standards that differentiate between candidate countries and Member States; stresses the need for a comprehensive EU protection system for traditional national minorities, regional linguistic groups and constitutional regions accompanied by a functioning monitoring mechanism, following the example of the EU Framework for National Roma Integration Strategies; calls on the Member States to provide comprehensive data on violations of the fundamental rights of minorities, so as to allow the FRA and the EU to ensure data collection and reporting;

invite les États membres à signer et à ratifier les conventions essentielles du Conseil de l’Europe et des Nations unies dans le domaine des droits de l’homme ainsi que les protocoles complémentaires, notamment la Charte sociale européenne (révisée), la Convention de lutte contre la traite des êtres humains, la Convention-cadre relative à la protection des minorités nationales, la Charte européenne des langues régionales ou minoritaires du Conseil de l'Europe, la Convention des Nations unies pour la prévention de la torture et des peines ou traitements inhumains ou dégradants, la Convention des Nations unies relative au statut des réfugiés, la Convention sur les droits de tous les travailleurs migrants et membres de leurs familles de l'ONU, la Convention des Nations unies sur la criminalité organisée et ses deux protocoles sur la traite des êtres humains et la contrebande, la Convention de l'ONU relative à l'élimination de toute forme de discrimination contre les femmes, la Convention des Nations unies sur les droits de l'enfant et la Convention sur les droits des personnes handicapées; suggère par ailleurs qu'il soit davantage tenu compte, dans le processus législatif européen, des documents internationaux et qu'il soit fait référence à ceux-ci;
Calls on the EU Member States to sign up to, and ratify, the core Council of Europe and United Nations human-rights conventions and the additional optional protocols: among others, the European Social Charter (revised), the Convention on Action against Trafficking in Human Beings, the Framework Convention for the Protection of National Minorities, the European Charter for Regional or Minority Languages of the Council of Europe, as well as the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the UN Convention relating to the Status of Refugees, the UN Convention on the Protection of the Rights of All Migrant Workers and Members of their Families, the UN Convention on Organised Crime and its two protocols against human trafficking and smuggling, the UN Convention on the Elimination of All Forms of Discrimination against Women, the UN Convention on the Rights of the Child and the UN Convention on the Rights of Persons with Disabilities; furthermore, suggests that, in the European legislative process, more account be taken of international documents and more reference made to them;

They recalled the principles adopted in the CSCE process, supported by all G-24 countries, and encouraged the CEEC to join them in reaffirming common commitments to respect human rights and fundamental freedoms, in particular the rights of national minorities whose ethnic, cultural, linguistic and religious identities should be protected.
