Reiterates that the implementation of legislation on the protection of ethnic minorities and cultural rights remains a challenge in Kosovo, despite some progress having been made; underscores the continuing need for serious efforts with regard to the full implementation of the law which includes provisions on the rights of ethnic minorities, with a view to preventing direct and indirect discrimination; notes that the Roma, Egyptian and Ashkali communities, in particular, continue to face challenges in the socioeconomic, education and healthcare fields; looks forward to the new government’s new framework for improving the situation of the Roma, Egyptians and Ashkali, particularly by establishing equal safety and health protection; emphasises the importance of making it easier for Roma, Egyptians and Ashkali to return; recommends that the rights of the Gorani in the Zhupa and Gora regions be enshrined in law and ensured in practice;

G. considérant que, selon le rapport du rapporteur spécial des Nations unies sur les droits de l'homme en Birmanie / au Myanmar, de graves préoccupations demeurent en matière de droits de l'homme, notamment la détention de nombreux prisonniers d'opinion dans des conditions épouvantables; considérant que l'indépendance du système judiciaire et les réformes juridiques ne progressent pas et que certaines minorités ethniques restent persécutées;

Enlargement should be used as an incentive for all Member States to step up their efforts to address the challenges faced by minorities. This relates in particular to the Roma, who will collectively form the largest ethnic minority group in the enlarged EU and who continue to face situations of exclusion and discrimination in a number of old and new Member States. This is a multidimensional problem that requires a coherent policy approach. Anti-discrimination legislation and policy can form one element of this approach. Other EU policy and funding instruments may also support the efforts of national authorities and civil society organisations to address these issues.
