Recalls the commitment made by the WTO members during the 2005 Hong Kong Ministerial Conference to achieving the elimination of all forms of export subsidies in full parallelism with the imposition of disciplines on all export measures with equivalent effect, notably export credits, agricultural state trading enterprises and the regulation of food aid;

vu la déclaration adoptée lors de la quatrième conférence ministérielle, qui s'est tenue à Doha du 9 au 14 novembre 2001, la décision adoptée le 1er août 2004 par le Conseil général de l'OMC et la déclaration adoptée lors de la sixième conférence ministérielle, qui s'est tenue à Hong Kong du 13 au 18 décembre 2005,
having regard to the Declaration adopted at the fourth Ministerial Conference held in Doha from 9 to 14 November 2001, to the Decision adopted by the WTO General Council on 1 August 2004 and to the Declaration adopted at the sixth Ministerial Conference held in Hong Kong from 13 to 18 December 2005,

2. déplore la lenteur des progrès accomplis à ce jour dans les négociations ainsi que la faiblesse des ambitions affichées quant à l'issue de la conférence ministérielle de Hong Kong; fait observer que cette faiblesse des ambitions menace la capacité d'atteindre des résultats significatifs dans le contexte du cycle de Doha; demande à la Commission d'élaborer un plan d'action de remplacement au cas où les négociations de Doha échoueraient; espère toutefois que la déclaration ministérielle ouvrira la voie à la conclusion positive de ce cycle de négociations dans tous les domaines fondamentaux;
2. Deplores the slow progress in the negotiations so far and the predetermined low level of ambition for the outcome of the Ministerial Conference in Hong Kong; notes that this low level of ambition threatens the ability to deliver meaningful results for the Doha Round; calls on the Commission to prepare an alternative action plan in case the Doha negotiations fail; hopes, however, that the Ministerial Declaration will pave the way for a successful conclusion of the Round in all key areas;

L’un des principaux résultats de la conférence ministérielle de Hong Kong, en décembre dernier, a été la décision d’autres pays développés de suivre l’exemple de l’UE en accordant un accès libre de droits de douane et de quotas pour les produits issus des pays les moins développés.
One of the main achievements of the Hong Kong Ministerial Conference last December was the acceptance by other developed countries to follow the EU way of granting a duty-free, quota-free access to products originating in least-developed countries.
