Reducing the incentives for irregular migration, notably by seconding European migration liaison officers to EU Delegations in key third countries; amending the Frontex legal basis to strengthen its role on return; a new action plan with measures that aim to transform people smuggling into high risk, low return criminal activity and addressing the root causes through development cooperation and humanitarian assistance; Border management – saving lives and securing external borders, notably by strengthening the role and capacity of Frontex; helping strengthen the capacity of third countries to manage their borders; pooling further, where necessary, certain coast guard functions at EU level; Europe's duty to protect: a strong common asylum policy: The priority is to ensure a full and coherent implementation of the Common European Asylum System, notably by promoting systematic identification and fingerprinting and with efforts to reduce its abuses by strengthening the Safe Country of Origin provisions of the Asylum Procedure Directive; evaluating and possibly revising the Dublin Regulation in 2016; A new policy on legal migration: The focus is on maintaining a Europe in demographic decline as an attractive destination for migrants, notably by modernising and overhauling the Blue Card scheme, by reprioritising our integration policies, and by maximising the benefits of migration policy to individuals and countries of origin, including by facilitating cheaper, faster and safer remittance transfers.

Des officiers de liaison «Migration» européens seront détachés auprès des délégations de l'UE dans les pays tiers clés, en étroite coopération avec le réseau d'officiers de liaison «Immigration» et avec les autorités locales et la société civile, afin de recueillir et d'échanger des informations et de les analyser.
European migration liaison officers will be seconded in EU Delegations in key third countries, in close cooperation with the Immigration Liaison Officers Network and with local authorities and civil society, with the purpose of gathering, exchanging and analysing information.

Given the complex nature of the issues involved and the need to ensure the participation of a wide range of actors in the implementation of such a policy, the Commission proposes to forward this Communication to the European Parliament, the Committee of the Regions and the Economic and Social Committee for their opinion and to distribute it widely for debate to national and regional authorities, the social partners, the economic and industrial world, and international and non-governmental organisations concerned with migration and migrant associations.

La politique communautaire antitraite doit reposer sur une évaluation précise de la véritable étendue du problème à l’échelon européen et au niveau mondial.[lxv] Cependant, il n’existe pas de chiffres précis à ce sujet[lxvi] et les données relatives à la répression, bien qu’importantes, ne suffisent pas[lxvii]. The EU anti trafficking policy must be based on a clear picture of the actual extent of the problem at EU and global level.[lxv] But precise figures are not available,[lxvi] and law enforcement data, although important, are not sufficient.[lxvii] In 2003, the Council invited the Commission and the Member States to promote measures to set up a monitoring system on human trafficking in order to provide updated data through the continuous and regular collection from the competent national authorities.[lxviii] Taking into account the 2003 Statistics Action Plan[lxix] and Eurostat data in the area of migration[lxx] which cover aspects of the phenomenon, the first step for a coherent statistical system is to systematically collect and analyse data - disaggregated by age, sex and other relevant aspects[lxxi] - from different sources based on common guidelines at a central place at the national level.

The Decision concerns, amongst other things, a set of measures to facilitate the migration of regional, national and Community systems towards interoperable systems at European level as a first stage for the collection of returns on the trading of goods between Member States from businesses, the validation and pre-processing of such returns and the dissemination of the statistics derived therefrom.
