TRADUCTIONS EN CONTEXTE

Dans son programme de travail pour 2007-2008, du 11 juin 2007, concernant la mise en œuvre du programme spécifique «Coopération», la Commission prévoyait une aide financière en faveur de BONUS ERA-NET et ERA-NET PLUS dans le domaine de la recherche environnementale sur la mer Baltique afin de renforcer la coopération entre les organismes de financement de la recherche environnementale dans la région et de faciliter la transition vers un programme commun de recherche et développement sur la mer Baltique mis en œuvre en vertu de l’article 169 du traité instituant la Communauté européenne.
The Commission, in its work programme for 2007-2008 of 11 June 2007 for the implementation of the Specific Programme Cooperation, provided financial support to BONUS ERA-NET and ERA-NET PLUS in the field of Baltic Sea environmental research in order to strengthen cooperation between environmental research funding agencies in the Baltic region and facilitate the transition to a joint research and development programme in the Baltic Sea to be implemented on the basis of Article 169 of the EC Treaty.

BONUS renforce la capacité de recherche de la région de la mer Baltique afin de soutenir l’élaboration et l’application de réglementations, politiques et pratiques de gestion adaptées pour faire face efficacement aux grands défis environnementaux et sociétaux qui se posent actuellement et se poseront dans la région au cours des prochaines années, et améliorer l’efficience et l’efficacité de la programmation et de l’approche encore trop fragmentaire de la recherche environnementale dans la région, par l’intégration des activités de recherche du système de la mer Baltique dans un programme multinational à long terme, coopératif, interdisciplinaire et bien ciblé.
BONUS shall enhance the Baltic Sea Region’s research capacity to underpin the development and implementation of ‘fit-for-purpose’ regulations, policies and management practices, to respond effectively to the major environmental and key societal challenges which the region faces and will face in the coming years and to improve the efficiency and effectiveness of the Baltic Sea Region’s fragmented environmental research programming and approach by integrating the research activities in the Baltic Sea System into a durable, cooperative, interdisciplinary well-integrated and focused multi-national programme.

Calls on the Commission to ensure effective cooperation and coordination with HELCOM and the Member States of the Baltic Sea Region, in order to secure a clear delineation of tasks and responsibilities as regards the implementation of the 2007 HELCOM Baltic Sea Action Plan and the above-mentioned EU Strategy and Action Plan, and thus to ensure an effective overall strategy for the Region;

Par dérogation à l’article 1er, la Finlande, la Suède et la Lettonie peuvent autoriser la mise sur le marché de saumon sauvage capturé (Salmo salar) et de ses produits dérivés originaires de la région de la mer Baltique et destinés à être consommés sur leur territoire, dont la teneur en dioxines et/ou en PCB de type dioxine et/ou en PCB autres que ceux de type dioxine sont supérieures aux valeurs fixées au point 5.3 de l’annexe, pour autant qu’il existe un système garantissant la pleine et entière information des consommateurs sur les recommandations nutritionnelles relatives aux restrictions applicables à la consommation de saumon sauvage capturé originaire de la région de la mer Baltique et de ses produits dérivés par des groupes vulnérables déterminés de la population, afin d’éviter des risques potentiels pour la santé.
By way of derogation from Article 1, Finland, Sweden and Latvia may authorise the placing on their market of wild caught salmon (Salmo salar) and products thereof originating in the Baltic region and intended for consumption in their territory with levels of dioxins and/or dioxin-like PCBs and/or non-dioxin-like PCBs higher than those set out in point 5.3 of the Annex, provided that a system is in place to ensure that consumers are fully informed of the dietary recommendations with regard to the restrictions on the consumption of wild caught salmon from the Baltic region and products thereof by identified vulnerable sections of the population in order to avoid potential health risks.

Par dérogation à l’article 1er, la Finlande et la Suède peuvent autoriser la mise sur le marché de hareng sauvage capturé dépassant 17 cm de longueur (Clupea harengus), d’omble sauvage capturé (Salvelinus spp.), de lamproie de rivière sauvage capturée (Lampetra fluviatilis) et de truite sauvage capturée (Salmo trutta) ainsi que leurs produits dérivés originaires de la région de la mer Baltique et destinés à être consommés sur leur territoire, dont les teneurs en dioxines et/ou en PCB de type dioxine et/ou en PCB autres que ceux de type dioxine sont supérieures aux valeurs fixées au point 5.3 de l’annexe, pour autant qu’il existe un système garantissant la pleine et entière information des consommateurs sur les recommandations nutritionnelles relatives aux restrictions applicables à la consommation de hareng sauvage capturé dépassant 17 cm de longueur, d’omble sauvage capturé, de lamproie de rivière sauvage capturée et de truite sauvage capturée ainsi que de leurs produits dérivés originaires de la région de la mer Baltique par des groupes vulnérables déterminés de la population, afin d’éviter des risques potentiels pour la santé.

2. demande instamment à la Commission de présenter une proposition de stratégie communautaire de la mer Baltique afin de renforcer le pilier interne de la dimension septentrionale, de couvrir horizontalement différents aspects de la coopération régionale, de promouvoir des synergies et d'éviter le chevauchement des activités des différentes institutions et organisations régionales; invite la Commission et les États membres à ajuster le partage des responsabilités entre leurs administrations de manière à leur permettre de suivre une approche horizontale lors de l'élaboration et de la mise en œuvre des mesures relevant de la dimension septentrionale;
2. Urges the Commission to come up with a proposal for an EU Baltic Sea Strategy in order to reinforce the internal pillar of the Northern Dimension, cover horizontally different aspects of regional cooperation, promote synergies and avoid overlapping between different regional bodies and organisations; invites the Commission and the Member States to adjust the responsibilities of their administrations in order for them to be able to employ a horizontal approach when devising and implementing the Northern Dimension policy;

4. La Commission convoque au moins une fois par an une réunion du Comité de la pêche et de l’aquaculture afin d’évaluer l’application et les résultats des programmes de contrôle nationaux concernant les stocks de cabillaud de la mer Baltique.
4. The Commission shall convene at least once a year a meeting of the Committee for Fisheries and Aquaculture to evaluate compliance with and the results of the national control action programmes for cod stocks in the Baltic Sea.
