Deux autres instruments de la fin des années 1980 - les Principles for the Protection of Persons With Mental Illnesses and the Improvement of Mental Health Care (PPPMI) [4] (Principes de protection des personnes atteintes de maladies mentales et d'amélioration des soins de santé mentale) et les Standard Rules on the Equalisation of Opportunities for Persons with Disabilities "Règles pour l'égalisation des chances des handicapés" (StRE) [5] - ont mis l'accent sur l'égalité des chances.
