Considers that SMEs in Europe are very dependent on bank financing and that this increases their vulnerability; notes that there are real benefits in new forms of funding through innovative programmes and non-banking routes such as peer-to-peer loans, crowd funding, cooperative business models, microcredit and other tools which can provide vital investment for SMEs in order to create new jobs; considers that new forms of funding could be beneficial for young, dynamic companies that have problems accessing more traditional sources of funding because they are so new; welcomes the fact that the Commission acknowledges the potential of alternative sources of financing for starting up and taking over SMEs and that it is investigating the scope for providing a framework for, and supporting, these approaches; calls on the Commission to investigate how these sources of funding could be further leveraged to help micro-enterprises and SMEs, and to address the needs for regulation, education and research in this field; calls on the Member States, acting in cooperation with the social partners and other stakeholders at regional and local level, to identify strategic sectors suitable for projects with alternative financing, particularly in regions where the conventional economy cannot sufficiently meet specific economic and social needs;

Since the objectives of this Regulation, namely clarifying and better defining the role of statutory audit regarding public-interest entities, improving the information that the statutory auditor or the audit firm provides to the audited entity, investors and other stakeholders, improving the communication channels between auditors and supervisors of public-interest entities, preventing any conflict of interest arising from the provision of non-audit services to public-interest entities, mitigating the risk of any potential conflict of interest due to the existing system whereby the auditee selects and pays the auditor or the familiarity threat, facilitating the switching of, and the choice of a statutory auditor or an audit firm to public-interest entities, broadening the choice of statutory auditors and audit firms for public-interest entities and improving the effectiveness, independence and consistency of the regulation and oversight of statutory auditors and audit firms providing statutory audits to public-interest entities including as regards cooperation at Union level, cannot be sufficiently achieved by the Member States but can rather, by reason of their scale, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

44. souligne que le Fonds européen pour la démocratie (FEDEM) doit jouer un rôle important dans les pays du partenariat oriental en renforçant de manière rapide, efficace et souple la société civile et en promouvant l'État de droit et le respect des droits de l'homme, et en soutenant et en développant les mouvements démocratiques des pays dans lesquels la transition vers la démocratie n'a pas été encore entamée ou est en cours; invite la Commission, le SEAE et les États membres à soutenir le travail du FEDEM et à tirer pleinement parti du potentiel de coopération et de synergies; invite, dans ce contexte, l'Union européenne et ses États membres à garantir un financement adéquat et stable des activités du FEDEM;

Highlights the fact that the European Endowment for Democracy (EED) has an important role to play in EaP countries by strengthening, in a rapid, effective and flexible way, civil society and promoting the rule of law and respect for human rights, and by supporting or developing pro-democracy movements in countries which have not yet made the transition to democracy or which are in the process of doing so; invites the Commission, the EEAS and the Member States to support the work of the EED, and make full use of the potential for cooperation and synergies; urges the EU and its Member States, in this context, to ensure that appropriate and stable funding is made available for the activities of the EED;

1. se félicite de la communication de la Commission du 28 février 2013 intitulée "Politique industrielle spatiale de l'UE: libérer le potentiel de croissance économique dans le secteur spatial" (COM(2013)0108), qui représente une avancée importante vers l'indépendance stratégique de l'Union en matière de technologies spatiales; invite la Commission et les États membres à redoubler d'efforts pour consolider les capacités qui garantissent un accès autonome à l'espace grâce à des lanceurs et des satellites européens; souligne la nécessité de soutenir les efforts visant à renforcer la coopération européenne dans le secteur de manière à surmonter le degré élevé de fragmentation, en particulier au niveau de la demande institutionnelle; est convaincu que seule une industrie spatiale européenne plus rentable et consolidée peut être compétitive sur la scène internationale; insiste sur le fait que la politique industrielle spatiale européenne doit continuer à être élaborée en coopération avec l'Agence spatiale européenne (ASE) dans un souci de complémentarité;

Welcomes the Commission Communication of 28 February 2013 entitled EU Space Industrial Policy - Releasing the Potential for Economic Growth in the Space Sector (COM(2013)0108) as an important step towards the EU’s strategic independence in space technology; calls on the Commission and the Member States to increase their efforts to build capabilities guaranteeing autonomous access to space via European launchers and satellites; stresses the need to support efforts to strengthen European cooperation in the sector in order to overcome the high level of fragmentation, especially with regard to the institutional demand side; is convinced that only a more cost-efficient and consolidated European space industry can be internationally competitive; stresses that European space industrial policy must be further developed in coordination with the European Space Agency (ESA) to ensure complementarities;
