In cooperation with the Member States, the Commission and the High Representative will: · Work towards a coherent EU International cyberspace policy to increase engagement with key international partners and organisations, to mainstream cyber issues into CFSP, and to improve coordination of global cyber issues; · Support the development of norms of behaviour and confidence building measures in cybersecurity. Facilitate dialogues on how to apply existing international law in cyberspace and promote the Budapest Convention to address cybercrime; · Support the promotion and protection of fundamental rights, including access to information and freedom of expression, focusing on: a) developing new public guidelines on freedom of expression online and offline; b) monitoring the export of products or services that might be used for censorship or mass surveillance online; c) developing measures and tools to expand Internet access, openness and resilience to address censorship or mass surveillance by communication technology; d) empowering stakeholders to use communication technology to promote fundamental rights; · Engage with international partners and organisations, the private sector and civil society to support global capacity-building in third countries to improve access to information and to an open Internet, to prevent and counter cyber threats, including accidental events, cybercrime and cyber terrorism, and to develop donor coordination for steering capacity-building efforts; · Utilise different EU aid instruments for cybersecurity capacity building, including assisting the training of law enforcement, judicial and technical personnel to address cyber threats; as well as supporting the creation of relevant national policies, strategies and institutions in third countries; · Increase policy coordination and information sharing through the international Critical Information Infrastructure Protection networks such as the Meridian network, cooperation among NIS ...

127. invite la Commission et les États membres, afin de garantir le financement adéquat du réseau Natura 2000, à veiller à ce qu'au moins 5,8 milliards d'euros par an soient fournis par l'intermédiaire des financements de l'Union européenne et des États membres; invite par conséquent la Commission et les États membres à veiller à ce que des moyens financiers adéquats soient mis à disposition au titre de plusieurs fonds de l'Union européenne (par exemple des fonds de la PAC, du Fonds européen pour les affaires maritimes et la pêche, du fonds de cohésion et du fonds LIFE+), en s'attachant à mieux coordonner ces fonds et à les rendre plus cohérents, notamment en recourant au concept de projet intégré, ce qui permettra d'accroître la transparence pour les différentes régions bénéficiant de financement de l'Union; invite la BEI à participer au développement d'instruments financiers et de services techniques et de conseil innovants en vue du cofinancement de projets en matière de biodiversité;

Calls on the Commission and the Member States, with a view to ensuring adequate financing of the Natura 2000 network, to ensure that at least EUR 5.8 billion per year is provided through EU and Member State funding; calls, furthermore, on the Commission and the Member States to ensure that adequate funding is made available through various EU funds (for example the CAP funds, the European Maritime and Fisheries Fund, the cohesion funds and a strengthened LIFE+ fund), with better coordination and coherence between these funds, inter alia through the concept of integrated projects, thereby improving transparency for the different regions in receipt of EU funding; calls for the EIB to be involved in developing innovative financial instruments and technical and advisory services for co-financing projects relating to biodiversity;
