In circumstances requiring increased technical and operational assistance, the Agency may coordinate operational cooperation between Member States and third countries in the field of management of external borders, and it shall have the possibility of carrying out joint operations at the external borders involving one or more Member States and a third country neighbouring at least one of those Member States, subject to the agreement of that neighbouring third country, including on the territory of that third country.

Taking into account the experiences of the External Borders Practitioners’ Common Unit, acting within the Council, a specialised expert body tasked with improving the coordination of operational cooperation between Member States in the field of external border management should therefore be established in the shape of a European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (hereinafter referred to as the Agency).

L'agence FRONTEX a pour objectif d'améliorer la gestion intégrée des frontières extérieures des États membres de l'Union européenne en facilitant et en rendant plus efficace l'application des dispositions communautaires existantes et futures en matière de gestion des frontières extérieures, c'est-à-dire les frontières terrestres et maritimes des États membres ainsi que leurs aéroports et ports maritimes, auxquels s'appliquent les dispositions du droit communautaire relatives au franchissement des frontières extérieures par les personnes.
2. The objective of FRONTEX is to improve the integrated management of the external borders of the Member States of the European Union by facilitating and rendering more effective the application of existing and future Community measures related to the management of external borders, i.e. the land and sea borders of the Member States and their airports and seaports, to which the provisions of Community law on the crossing of external borders by persons apply.

Étant entendu que la responsabilité du contrôle et de la surveillance des frontières extérieures incombe aux États membres, l'Agence rend néanmoins plus facile et plus efficace l'application des dispositions communautaires existantes et futures en matière de gestion des frontières extérieures en assurant la coordination des actions des États membres lors de la mise en œuvre de ces dispositions, contribuant ainsi à l'efficacité, à la qualité et à l'uniformité du contrôle des personnes et de la surveillance des frontières extérieures des États membres de l'Union européenne.
2. While considering that the responsibility for the control and surveillance of external borders lies with the Member States, the Agency shall facilitate and render more effective the application of existing and future Community measures relating to the management of external borders. It shall do so by ensuring the coordination of Member States’ actions in the implementation of those measures, thereby contributing to an efficient, high and uniform level of control on persons and surveillance of the external borders of the Member States.
