The democratic process showed that clear majorities in both the European Parliament and the Council (the European Parliament adopted the Regulation at its plenary session on 6 December 2013 and the Council of the European Union at its meeting on 11 March 2014) supported the policy priorities and objectives for development policy including cooperation on the priority themes as proposed by the Commission.
