14. fait observer que les enquêtes parlementaires et judiciaires qui eurent lieu en Lituanie entre 2009 et 2011 n'ont pas pu démontrer que des prisonniers furent détenus secrètement en Lituanie; invite les autorités lituaniennes à respecter leur engagement à rouvrir l'enquête pénale sur l'implication de la Lituanie dans le programme de la CIA si de nouveaux éléments venaient à être apportés au dossier, au vu des preuves apportées par les données d'Eurocontrol montrant que l'avion N787WH, qui aurait transporté Abu Zubaydah, a bel et bien fait une halte au Maroc le 18 février 2005 avant de poursuivre sa route vers la Roumanie et la Lituanie; relève que l'analyse des données d'Eurocontrol révèle également de nouvelles informations au niveau des plans de vol reliant la Roumanie à la Lituanie, par un changement d'avion à Tirana, en Albanie, le 5 octobre 2005, et reliant la Lituanie à l'Afghanistan via le Caire, en Égypte, le 26 mars 2006; estime qu'il est essentiel que de nouvelles enquêtes portent, au-delà des abus de pouvoir des fonctionnaires, sur une éventuelle détention illégale et de mauvais traitements infligés à des personnes sur le territoire lituanien; encourage le bureau du procureur général à étayer de preuves les affirmations faites pendant la visite de la délégation de la commission LIBE, selon lesquelles l'enquête judiciaire conclut, de manière «catégorique» que «les installations des Projets n° 1 et 2 n'ont hébergé aucun détenu en Lituanie»;

Notes that the parliamentary and judicial inquiries that took place in Lithuania between 2009 and 2011 were not able to demonstrate that detainees had been secretly held in Lithuania; calls on the Lithuanian authorities to honour their commitment to reopen the criminal investigation into Lithuania's involvement in the CIA programme if new information should come to light, in view of new evidence provided by the Eurocontrol data showing that plane N787WH, alleged to have transported Abu Zubaydah, did stop in Morocco on 18 February 2005 on its way to Romania and Lithuania; notes that analysis of the Eurocontrol data also reveals new information through flight plans connecting Romania to Lithuania, via a plane switch in Tirana, Albania, on 5 October 2005, and Lithuania to Afghanistan, via Cairo, Egypt, on 26 March 2006; considers it essential that the scope of new investigations cover, beyond abuses of power by state officials, possible unlawful detention and ill-treatment of persons on Lithuanian territory; encourages the Prosecutor-General's Office to substantiate with documentation the affirmations made during the LIBE delegation's visit that the ‘categorical’ conclusions of the judicial inquiry are that ‘no detainees have been detained in the facilities of Projects No 1 and No 2 in Lithuania’;

En plus des deux rapports Agdestein, l’estimation du 15 mars 2006 mentionnée au considérant 29 ci-dessus, portant sur dix différents bâtiments du camp intérieur, indiquait qu’une remise comprise entre «15 et 20 %» devrait s’appliquer en cas de vente groupée de ces dix bâtiments.

Takes the view that Community and national checks are essential with regard to protected designations of origin and protected geographical indications, and advocates severe penalties to deter unauthorised use of those instruments, in such a way that Member States are required to apply these automatically in the event of counterfeiting or imitation of protected designations; suggests bringing forward a specific clause in Article 13 of Council Regulation (EC) No 510/2006 of 20 March 2006 on the protection of geographical indications and designations of origin for agricultural products and foodstuffs in that respect; favours simplifying the procedures for obtaining PDOs, as well as stringent checks by Member State authorities when certifying that all stages of the production process have taken placed in the geographical area concerned;

Believes that owing to the existing particularities of the regime of geographical indications of wines, the possibility could be examined, during the first phase of the reform (2008-2011), of incorporating the provisions of Council Regulation (EC) No 510/2006 of 20 March 2006 on the protection of geographical indications and designations of origin for agricultural products and foodstuffs subject to the necessary adjustments, in the new CMO for the wine sector; points out that during the second phase of the reform (2012-2015), once the gradual classification and uniform registration of wines has been achieved at Community and national level during the first phase, the advisability of incorporating the provisions of the future regulation on the new CMO for the wine sector relative to geographical indications in Regulation (EC) No 510/2006 should be examined;

Takes note of the new cooperation agreement signed by the Ombudsman and the President of the European Parliament on 15 March 2006; considers that the agreement reaffirms the relations between the two institutions with regard to concrete cooperation in a number of areas, based on the principles of mutual respect of the parties' independence, their respective powers and their respective mandates and roles;
