THE GUIDANCE SECTION SHALL INCLUDE EXPENDITURE FINANCED BY THE FUND RESULTING FROM COMMON MEASURES UNDERTAKEN IN ORDER TO ATTAIN THE OBJECTIVES SET OUT IN ARTICLE 39 ( 1 ) ( A ) OF THE TREATY , INCLUDING STRUCTURAL ADJUSTMENTS MADE NECESSARY BY THE DEVELOPMENT OF THE COMMON MARKET OR REQUIRED FOR THE PROPER WORKING THEREOF .
