Il y a lieu d'apporter un certain nombre de modifications d'ordre technique à plusieurs règlements de la Commission relatifs à l'organisation commune du marché vitivinicole afin de procéder aux adaptations nécessaires en raison de l'adhésion de la Bulgarie et de la Roumanie à l'Union européenne.
Certain technical amendments are necessary in several Commission Regulations concerning the common organisation of the market in wine in order to carry out the necessary adaptations by reason of the accession of Bulgaria and Romania to the European Union.

Il convient d'adopter des mesures permettant de faciliter la transition entre la législation vitivinicole précédente et le présent règlement (en particulier le règlement (CE) no 1493/1999 du Conseil du 17 mai 1999 portant organisation commune du marché vitivinicole (7)), afin d'éviter des charges inutiles pour les opérateurs.

The wine market needs a strong budget in the first pillar in order to strengthen the measures directly for the vine-growers, who will be called on to improve quality and to monitor their production, and also to strengthen the policy of promoting all wines, inside and outside Europe, thus boosting their commercial distribution on the markets.

(1) Il y a lieu d'apporter un certain nombre de modifications d'ordre technique à plusieurs règlements de la Commission relatifs à l'organisation commune du marché vitivinicole afin de procéder aux adaptations nécessaires en raison de l'adhésion de la République tchèque, de l'Estonie, de Chypre, de la Lettonie, de la Lituanie, de la Hongrie, de Malte, de la Pologne, de la Slovénie et de la Slovaquie (ci-après dénommés "nouveaux États membres") à l'Union européenne.
(1) Certain technical amendments are necessary in several Commission Regulations concerning the common organisation of the market in wine in order to carry out the necessary adaptations by reason of the accession of the Czech Republic, Estonia, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Slovenia and Slovakia (hereinafter referred to as "the new Member States") to the European Union.

(35) in order to eliminate the availability of intervention as an artificial outlet for surplus production there should be changes to the distillation system; there should therefore be the following forms of distillation: compulsory distillation of by-products of wine-making, compulsory distillation of wine produced from grapes not classified solely as wine grape varieties, a distillation measure to support the wine market by promoting continuity of supplies of wine distillates in parts of the potable alcohol sector which traditionally use that alcohol, and a crisis distillation measure; other forms of distillation should be abandoned; these measures should be as flexible as possible to respond to market needs and specific regional conditions;
