Définition: Trouble décrit jusqu'ici uniquement chez les filles, caractérisé par un développement initial apparemment normal, suivi d'une perte partielle ou complète du langage, de la marche, et de l'usage des mains, associé à un ralentissement du développement crânien et survenant habituellement entre 7 et 24 mois. La perte des mouvements volontaires des mains, les mouvements stéréotypés de torsion des mains et une hyperventilation, sont caractéristiques de ce trouble. Le développement social et le développement du jeu sont arrêtés, alors que l'intérêt social reste habituellement conservé. Une ataxie du tronc et une apraxie se manifestent à partir de l'âge de quatre ans, suivies souvent par des mouvements choréoathétosiques. Le trouble entraîne presque toujours un retard mental sévère.
Definition: A condition, so far found only in girls, in which apparently normal early development is followed by partial or complete loss of speech and of skills in locomotion and use of hands, together with deceleration in head growth, usually with an onset between seven and 24 months of age. Loss of purposive hand movements, hand-wringing stereotypies, and hyperventilation are characteristic. Social and play development are arrested but social interest tends to be maintained. Trunk ataxia and apraxia start to develop by age four years and choreoathetoid movements frequently follow. Severe mental retardation almost invariably results.

In this regard the Court of Justice, in accordance with established case law, has indicated that the Community dimension and interest of a case are determined on the basis of its effects on intra-Community trade and of whether the practices in question exert an influence on the trade flows between Member States in a way that could harm the achievement of the objectives of a single market (see in particular ECJ, AEPI v Commission, Case C-425/07P, specifically §42).

Calls for the launch of a televised European competition for the ‘European cross-border business of the year’ to open people's eyes to the opportunities and benefits of the Single Market and to the potential of young people with ideas; considers that the attraction of seeing people from different parts of Europe getting together to develop a business plan, raise funding and start something positive together would help promote both the idea of Europe and the Single Market and the idea of entrepreneurship; further believes that following the winning business over the year - focusing also on its staff and their friends and families - could highlight the benefits and shortcomings of the Single Market, and the remedies for those shortcomings, in order to make people aware of what Europe is really about, also in human terms;

The Commissioner will not be offended, because he was sitting with us in the committee when Malcolm Harbour came up with the internal market initiative, an initiative which re-opened the whole debate on the internal market, and everyone – regardless of their political affiliations, whether socialist, green, liberal or from the European Conservatives and Reformists themselves – I would say almost everyone, supported this idea, which is why I want to mention the name of Malcolm Harbour.
