The Commissioner will not be offended, because he was sitting with us in the committee when Malcolm Harbour came up with the internal market initiative, an initiative which re-opened the whole debate on the internal market, and everyone – regardless of their political affiliations, whether socialist, green, liberal or from the European Conservatives and Reformists themselves – I would say almost everyone, supported this idea, which is why I want to mention the name of Malcolm Harbour.

Notes that large differences still exist between the States of the US as regards the horizontal recognition of diplomas and professional qualifications, which discourages further development in the transatlantic market, particularly in the services sector; urges the Commission to initiate negotiations in specific sectors, such as pilot licences, with a view to the conclusion of agreements; and urges the US to develop a system based on the European model whereby nearly all diplomas and professional qualifications are mutually recognised among States as it is the case within the EU's internal market;

Rejects the Commission’s assertion that Parliament and Council are equally to blame for the failure to hit a number of targets; points out, in that context, that of the targets listed as missed by the Commission, they are almost exclusively missed because of slow progress in Council; urges the Commission, therefore, to propose means of encouraging speedier procedures and for the backlog in the adoption of European standards by the Council to be cleared; calls on the Council to take urgent measures to clear the backlog of internal market legislation and urges the Commission to take legal action under the Treaty when the Council fails to act;

- (NL) Monsieur le Président, si nos collègues s’alignent sur notre vote en commission économique et monétaire et en commission juridique et du marché intérieur et approuvent ce rapport à l’unanimité et si tous les autres respectent leurs engagements, je pense que nous allons pouvoir conclure cette proposition en une lecture, ce qui tient presque du miracle.
– (NL) Mr President, if, in the plenary sitting, our fellow MEPs follow our vote in the Committee on Economic and Monetary Affairs and the Committee on Legal Affairs and the Internal Market, and adopt this proposal practically unanimously, and if all others stand by their agreements, I believe that we can conclude this proposal at first reading, which is nothing short of a small miracle.
