The EU’s internal market is the main instrument for achieving a vibrant transport industry which brings growth and jobs. As the aviation sector and other sectors such as telecommunications have shown, the process of liberalisation of the internal market stimulates innovation and investment to bring better service at a lower cost. The same success can be achieved throughout the transport sector. The aim is not only to create an internal market in legal terms but also to work together with users and providers to help to make it an industrial reality. This involves enforcing the common rules and supplementing, adjusting or simplifying them for all modes where necessary on the basis of observation and experience. The internal market framework needs to enable integration between modes in order to optimise the functioning of the transport network.

Pour développer et approfondir le marché intérieur, les États membres devraient accélérer la transposition des directives concernant le marché intérieur, accorder la priorité à une application plus stricte et plus efficace de la législation sur le marché intérieur, accélérer le processus d'intégration des marchés financiers, supprimer les entraves fiscales aux activités transfrontalières et appliquer effectivement les règles européennes applicables aux marchés publics (Ligne directrice intégrée n° 7).
To extend and deepen the Internal Market, Member States should speed up the transposition of Internal Market directives, give priority to stricter and better enforcement of Internal Market legislation, accelerate the process of financial market integration, eliminate tax obstacles to cross-border activities and apply EU public procurement rules effectively (Integrated guideline No 7).

Whereas, taking into account the progressive nature of the creation of the internal market as stated in Article 8a of the Treaty, an increase is necessary, as a first step, for the value allowance both for this market and for achieving the aim of Council Directive 69/169/EEC of 28 May 1969 on the harmonization of provisions laid down by law, regulation or administrative action relating to exemption from turnover tax and excise duty on imports in international travel (4), as last amended by Directive 89/194/EEC (5), as set out in the second recital thereto; whereas establishing the market means that goods bought tax paid will be able to be taken across internal frontiers without any liability to pay further tax and that the existing allowances for travellers will cease to exist because they will have no meaning;

STRATEGIC PROGRAMME ON THE INTERNAL MARKET - COUNCIL CONCLUSIONS "The Council, Referring to the undertakings given in its Resolution of 7 December 1992 on making the single market work, Welcomes the Commission's strategic programme for the internal market, to the broad lines of which it gives a favourable response; Takes note of the conclusions of the European Council meeting in Brussels on 10 and 11 December 1993 regarding full use of the single market and the development of trans-European networks and emphasizes the need for a co-ordinated approach to their implementation; Further takes note of the call issued by that European Council meeting to the Council and the Commission to continue their work in the light of the relevant European Council guidelines and of the Commission's strategic programme; Therefore awaits with great interest the drawing-up and submission by the Commission of the communications and proposals outlined in the strategic programme as regards the measures to be laid down in order to ensure dynamic implementation and management of the internal market; Undertakes to examine those communications and proposals as a matter of priority in order to arrive at swift decisions".
