I think Mr. Ridge and Mr. Manley have the security measures well in hand, but we must now concentrate on dealing with the challenge of the border to commercial transactions; with the unfinished business of the FTA, the NAFTA, and the WTO, by dealing with the role of the physical border in slowing things down, in creating delays, and in raising costs in its administration; with the impact of regulatory differences, again involving costs, many of which are avoidable, by dealing with some of the factors that arise from deepening silent integration; and finally and most importantly, with the fact that the institutions, the procedures, and the rules the two governments have in place at this particular time are more in tune with the reality of a free trade agreement, but not with the depth of integration between the two countries, a depth that now goes far beyond the free trade agreement and is more like a customs union or even a common market.
