28. constate que les interconnexions prévues devraient permettre aux États baltes d'atteindre l'objectif de 10 % d'ici à la fin 2015; s'inquiète du fait que les réseaux des États baltes sont encore synchronisés avec le système électrique russe et dépendent de celui-ci, ce qui constitue un obstacle à une véritable intégration et au bon fonctionnement du marché européen de l'électricité; demande que les réseaux d'électricité des États baltes soient rapidement synchronisés avec le réseau du continent européen, afin d'assurer l'intégration complète du marché intérieur de l'électricité, une plus grande sécurité de l'approvisionnement en électricité et un fonctionnement sécurisé du système; demande aux États membres concernés de prendre les mesures nécessaires pour amorcer une procédure formelle afin d'étendre le réseau synchrone du continent européen aux États baltes et appelle le REGRT-E à lancer cette procédure; invite la Commission à appuyer et à suivre la mise en œuvre de ce projet; prend le marché commun nordique de l'électricité comme un exemple de bonne pratique pour la coopération entre les États membres en ce qui concerne la création et la mise en place d'un marché intérieur de l'électricité; estime qu'il est important de renforcer les interconnexions entre la Pologne et le marché nordique de l'électricité si l'on veut que la Pologne atteigne son objectif de 10 %; se félicite de la signature du protocole d'accord concernant le renforcement du plan d'interconnexion des marchés énergétiques de la région de la Baltique (PIMERB); souligne que la coopération régionale par l'intermédiaire du PIMERB se poursuit et que la solidarité entre les États membres dans la mise en œuvre des projets d'intérêt commun est davantage renforcée;

Notes that planned interconnectors are expected to allow the Baltic States to reach the 10 % goal by the end of 2015; is concerned that the Baltic states’ networks are still synchronised with, and dependent on, the Russian electricity system, which is an impediment for a truly integrated and properly functioning European electricity market; calls for a rapid synchronisation of the Baltic States’ electricity networks with the Continental European Network in order to ensure full integration in the internal electricity market, a higher security of electricity supply and secure system operation; asks the concerned Member States to take the necessary steps to initiate, and ENTSO-E to launch, a formal procedure for the extension of the synchronous Continental European Network towards the Baltic states; invites the Commission to support and monitor the implementation of this project; highlights the common Nordic power market as a best practice for cooperation among Member States in creating and developing the internal electricity market; acknowledges the importance of higher interconnectivity between Poland and the Nordic electricity market if Poland is to reach its 10 % target; welcomes the signature of the Memorandum of Understanding on reinforced Baltic Energy Market Interconnection Plan (BEMIP); underlines that regional cooperation through BEMIP shall continue and that solidarity between Member States in implementing PCIs is further enhanced;

The Commission should be empowered to adopt delegated acts in accordance with Article 290 TFEU in respect of technical adjustments to Directive 2006/48/EC to clarify definitions to ensure uniform application of that Directive or to take account of developments on financial markets; to align terminology on, and frame definitions in accordance with, subsequent relevant acts; to expand the content or adapt the terminology of the list of activities subject to mutual recognition under that Directive to take account of developments on financial markets; to adjust the areas in which the competent authorities are required to exchange information; to adjust the provisions of that Directive on own funds to reflect developments in accounting standards or Union legislation, or with regard to the convergence of supervisory practices; to expand the lists of exposure classes for the purposes of the Standardised Approach or the IRB Approach to take account of developments on financial markets; to adjust certain amounts relevant to those exposure classes to take into account the effects of inflation; to adjust the list and classification of off-balance sheet items; and to adjust specific provisions and technical criteria on the treatment of counterparty credit risk, the organisation and treatment of risk, the Standardised Approach and the IRB Approach, credit risk mitigation, securitisation, operational risk, review and evaluation by the competent authorities and disclosure in order to take account of developments on financial markets or in accounting standards or Union legislation, or with regard to the convergence of supervisory practices.

Il est donc important d’inclure l’Ukraine dans le marché commun afin qu’elle puisse accéder au savoir-faire développé dans l’UE.
For this reason it is important to include Ukraine in the common market and make the know-how developed in the EU available to it.

With a view to preserving the guidance that may be drawn from past judgments of the European courts and Commission decisions pursuant to Regulation (EEC) No 4064/89, while at the same time maintaining consistency with the standards of competitive harm which have been applied by the Commission and the Community courts regarding the compatibility of a concentration with the common market, this Regulation should accordingly establish the principle that a concentration with a Community dimension which would significantly impede effective competition, in the common market or in a substantial part thereof, in particular as a result of the creation or strengthening of a dominant position, is to be declared incompatible with the common market.

Je voudrais relancer le débat sur l'élargissement à l'Est afin d'éclaircir un point : l'intégration complète du secteur agricole des pays candidats dans le marché commun dès 2004 ne me pose pas le moindre problème, pour autant qu'elle s'accompagne de la concrétisation des libertés de circulation des personnes, des capitaux, des services et des marchandises qu'implique l'adhésion à part entière, et ce afin qu'on tienne enfin un débat honnête sur l'ensemble de cette thématique.
I would very much like to take up the debate on the eastward enlargement, in order to make one thing clear: I have no problem whatever with the full integration of the acceding countries' agriculture into the Common Market by 2004, if at the same time the free movement of persons, capital, services and goods, which is part of full membership, is also made a reality, so that there can at last be a fair debate on the whole context of this topic.

(25) Dans sa communication des griefs du 20 mars 1997, la Commission faisait valoir que, commençant leurs agissements au Danemark aux alentours du mois de novembre 1990, avant de les étendre progressivement, d'abord à l'Allemagne, plus ou moins à partir d'octobre 1991, puis, dès la fin de 1994, à l'ensemble du marché commun, les destinataires avaient enfreint l'article 85, paragraphe 1, en participant à une entente clandestine dans le cadre de laquelle ils se sont finalement partagé le marché européen et les différents marchés nationaux grâce a un régime de quotas; qu'ils avaient fixé les prix des produits concernés et de chaque projet; qu'ils avaient attribué chaque projet à un producteur désigné et manipulé la procédure d'appels d'offres pour que celui-ci soit effectivement retenu et qu'afin de préserver l'entente de la concurrence, ils avaient pris des mesures concertées pour nuire aux activités de Powerpipe, confiner ces activités au territoire suédois ou évincer purement et simplement l'entreprise du marché.
(25) In its Statement of Objections of 20 March 1997 the Commission alleged that beginning in Denmark in or about November 1990, and progressively extending first to Germany in or about October 1991 and by late 1994 to the whole of the common market the addressees had infringed Article 85(1) by participating in a clandestine cartel by which they eventually divided the European market and individual national markets amongst themselves on the basis of a quota system; had agreed prices for the products and for individual projects; had allocated individual projects to designated producers and manipulated the bidding procedure in order to ensure that the designated producer was awarded the project in question; and, in order to protect the cartel from competition, had taken concerted steps to damage Powerpipe's business, confine its activity to Sweden or force it out of business altogether.
