TRADUCTIONS EN CONTEXTE

La crainte que la création du Grand Marché puisse être accompagnée d'un cloisonnement vis-à-vis de l'extérieur n'est pas fondée : la politique commerciale extérieure n'est pas un instrument de la réalisation du Marché Intérieur; compte tenu de son degré d'intégration dans l'économie mondiale -premier importateur et premier exportateur mondial-, la Communauté ne pourrait certainement pas se permettre un tel cloisonnement ; juridiquement la Communauté se trouve insérée dans un système contractuel international (GATT, Lomé, accords méditerranéens, EFTA...) qui garantit le monde extérieur contre toute tendance protectionniste. Le Grand Marché 1992 restera donc ouvert.
The fear that as the single market is established, a wall might be erected to keep the outside world at bay is unfounded. External trade policy is not a means for achieving the completion of the internal market ; given the extent of the Community's integration in the world economy (it is the world's largest importer and exporter), it certainly could not afford to cordon itself off. From the legal point of view, the Community is fully committed in a system of international contractual arrangements (GATT, Lomé, Agreements with the Mediterranean countries, EFTA, etc.) which act as a guarantee to the outside world against therefore still be an open one.
