Points out that as a result of the failure to complete the internal market, EU productivity is lagging behind its potential and does not allow the full exploitation of global market opportunities; considers that while the internal market for goods is relatively well integrated, services markets, including financial services, remain rather fragmented; calls for accelerated integration of the services market by the consistent and coherent implementation and enforcement of the agreed rules and the removal of obstacles to competition and market entry; notes that the delivery, at affordable prices, of effective services of general economic interest has an important role to play in a competitive and dynamic economy; ask the Commission to ensure a level playing field for services of general interest (including social services), accessible to all;

In accordance with section III, paragraph 19, point (i) of the IGC 2007 Mandate relating to a Protocol on services of general interest which will be annexed to the Treaties, invites the Commission to take initiatives to overcome the legal uncertainty regarding the status of services of general interest, notably the state aid and public procurement rules; welcomes the initiatives of the Commission which aim to clarify ambiguities in the fields of health services and social services of general interest in the Single Market; considers that strong and modern services of general interest are necessary in order to achieve public interest objectives, such as social and territorial cohesion, environmental protection and cultural diversity;

Recognises that the quarterly and annual reports of the ACPC constitute a valuable management tool giving a complete overview of the Institution's contract and procurement activity; asks its Secretary-General, following the abolition of the ACPC as a consequence of the entry into force of the new Financial Regulation on 1 January 2003, to take steps to ensure that its Committee on Budgetary Control continues to receive on a regular basis full information on Parliament's procurement and contract activities; notes in this connection the Secretary-General's decision to create a new inter-service public procurement advisory group (GIMP) which is intended to draw on the experience and expertise accumulated over the years by the ACPC, but without undermining the autonomy or the responsibility of the authorising officers under the new rules;
